HomeMy WebLinkAboutCity Council Resolution 2013-071CITY OF PLYMOUTH RESOLUTION No. 2013-071 A RESOLUTION APPROVING A PUD GENERAL PLAN AMENDMENT TO ALLOW A TRANSITIONAL CARE FACILITY ADDITION TO THE WESTHEALTH CAMPUS LOCATED AT 3005 CAMPUS DRIVE (2013001) WHEREAS, InSite Architects, Inc. has requested approval of a PUD general plan amendment for property legally described as Lot 2, Block 1, West Suburban Health Campus Third Addition, according to the recorded plat thereof, Hennepin County, Minnesota; and WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that it should and hereby does approve the request by InSite Architects, Inc. for a PUD general plan amendment for a transitional care facility addition at the WestHealth campus at 3005 Campus Drive, subject to the following conditions: 1. A PUD general plan amendment is approved to allow a 57,000 -square foot transitional care facility addition, according to the materials received by the city on January 4 and 15, and February 4, 2013, except as amended by this resolution. 2. Prior to commencement of the alterations, the applicant shall obtain a PUD final plan approval and the applicable building and sign permits. 3. With the application for final plan approval, the applicant shall revise the plans or submit the following information consistent with the zoning ordinance, engineering guidelines, and/or city code: a. Revise the lighting plan to: 1) reconcile the differences between the lighting plan and the site plan; 2) provide a watts -per -square -foot analysis for each lighting type; 3) identify lights proposed under the canopies; and 4) provide the number of watts proposed in the WW fixture. b. Revise the landscaping plan to: 1) move the arborvitae to the ornamental or shrub category as may be applicable to the specie proposed and 2) include one tree for each 1,000 square feet of floor area and one tree for each tree that was previously required to be planted. c. Revise the plans to indicate one-way traffic in the drop-off areas at the building entries. d. Reconcile the size of the proposed canopies on site, lighting and landscaping plans. e. Revise the utility plan to: 1) relocate hydrants to approved locations and 2) identify the size of the water main and the location of the post indicator valve and fire department connections. f. Revise the site plan to include the fire lane signs in approved locations and add the approved fire lane sign detail. Resolution 2013-071 File No. 2013001 Page 2 g. Submit fire flow calculations and revise the turning radius evaluations so that the tricks have no conflict with curbs, parking spaces, etc. h. Submit a transportation demand management plan for the campus. i. Include the rooftop mechanical equipment and screening into the elevation drawings. 4. Prior to approval of a building permit, the applicant shall: a. Complete a site improvement performance agreement and submit a financial guarantee pursuant to section 21045.10 of the zoning ordinance. b. Receive city approval of final constriction plans. 5. Setbacks shall be as shown on the architectural site plan submitted February 4, 2013. 6. The colors of the proposed exterior materials shall match the existing building. 7. Silt fence shall be installed prior to any constriction on the site. 8. All rooftop equipment shall be screened and painted to match the equipment screens on the adjacent medical office building. 9. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. Approved this 12th day of March, 2013.
