How to control curlyleaf in Medicine Lake. As recommended by the AVM Group, we have asked the
MN Department of Natural Resources to meet with us to discuss the possibility of obtaining a variance from the
current rules limiting chemical treatment of curlyleaf. The purpose of this meeting is to consult with the MN DNR
on how best we can address the curlyleaf problem. We will also share with MN DNR all other water quality projects
that we are currently doing to improve Medicine Lake.

Dear Dwight,
Please join Hennepin County on October 10, 2003 to announce the countywide use
of biodiesel in our fleet equipment. Biodiesel is a cleaner burning fuel made from
domestically produced, renewable resources such as soybean oil or recycled
cooking oil. Hennepin County estimates it will use 368,000 gallons of 5 percent
biodiesel blended fuel in the next year in our fleet of 175 diesel engine units,
including trucks, plows, and ambulances.
Hennepin County has contracted with Lubrication Technologies, Inc. located in
Golden Valley to provide biodiesel. This contract is a part of Hennepin County's
Cooperative Purchasing Program, making biodiesel available to other governmental
agencies. The cities of Minneapolis and Brooklyn Park and Washington County are
also buying biodiesel through this contract.
As local officials and community leaders, we ask that you help promote biodiesel
and its benefits to the environment and public health.

The Bassett Creek Water Management Commission will conduct a Special Meeting on Tuesday, October 7,
2003, at 3:30 p.m. in the second floor council conference room at the city of Golden Valley, 7800 Golden

the BCWMC to informally review and discuss the Commission's Review Draft of the Second Generation
Water Management Plan (dated July 2003) to the Commission's satisfaction prior to submitting the plan for
the first phase of the formal review process. During this meeting, the Commission will also review and

Great River Energy (GRE), Elk River, and Wright -Hennepin Cooperative Electric Association (W -H), Rockford,
are proposing a high-voltage transmission line project to improve system reliability in the Plymouth and Maple
Grove areas. On Sept. 9, 2003, GRE and W -H submitted a transmission line route permit application to the
Minnesota Environmental Quality Board (EQB) pursuant to the alternative permitting process contained in Minn.
Rules pts. 4400.2000 to 4400.2950, and Minn. Stat. § 116C.51 to 116C.69 (the MN Power Plant Siting Act).
The total proposed route would involve approximately 14 miles of transmission line (see attached map). Two-
thirds of the route would follow an existing transmission line corridor and use existing rights of way; one-third of
the route would follow a new corridor and require acquisition of new rights of way. In accordance with GRE's
authority under state law, there may be circumstances where GRE may be required to exercise the power of
eminent domain. Following are more details of the proposed route:
• Convert approximately 2.25 miles of existing Xcel Energy 115 -kV single -circuit line to 115 -kV double -
circuit line from the Elm Creek Substation (located at CR 81 and Fernbrook Lane) to the existing 69 -kV
line located near Zachary Lane. This portion of the project would utilize an existing Xcel Energy 115 -kV
transmission line.
• Rebuild 0.5 miles of existing 69 -kV line to 115 -kV from a point in the 69 -kV line (located near Zachary
Lane) to the Hennepin Substation using the existing 69 -kV transmission corridor.
• Convert and rebuild approximately 7.1 miles of existing 69 -kV line to 115 -kV line from the end of the Elm
Creek double -circuit line to the Plymouth Substation, using the existing 69 -kV line corridor.
• Build approximately 4.25 miles of new 115 -kV line from the Plymouth Substation to the Parkers Lake
Substation along the 1-494 corridor (near 1-494 and CR 6).
The EQB is required to prepare an Environmental Assessment (EA) on the project and to make a permit
decision within six months of accepting the route permit application. As part of its process, the EQB will hold a
public meeting about the project within 60 days of acceptance of the application. This meeting may also serve
as the scoping meeting for the project, in which the public will have an opportunity to comment on the scope of
the EA and alternative routes may be suggested for evaluation. The EQB will hold a public hearing on the
application once the EA has been completed.
In November 2002, GREW -H applied to the Minnesota Public Utilities Commission (PUC) for a Certificate of
Need (CON) for the proposed project, which is a state permit confirming that construction of an energy facility is
in the interest of the public. The CON proceedings resulted in a recommendation by the Administrative Law
Judge that the CON be issued to GR/W-H. The PUC granted the CON at a public meeting on Sept. 18, 2003.

Monthly Synopsis
Year-to-date (YTD), the Department answered 866 calls for service. This compares to 975 calls
for service in 2002 (YTD). The highest call volume in August occurred between the hours of
12:00 p.m. and 3:00 p.m. Wedpesday was the busiest day of the week. Sixty-four percent of
calls occurring in August were "Duty Crew" calls.
Responses were divided between the fire stations as follows:
Station I (13205 Co. Rd. 6) 49
Station II (12000 Old Rockford Rd.) 46
Station III (3300 Dunkirk Ln.) 31
August 2003 in-service and on -scene (total response) times for emergency events are as follows.
Duty Crew and non -duty crew times, as well as station responses, are noted.
Significant or Unusual Events
In August, the following responses are notable:
August 4 Vehicle accident with entrapment (1:43 p.m.)
August 13 Building fire (8:14 p.m.)
August 28 Vehicle accident with entrapment (8:39 p.m.)
During the month of August, eleven calls were paged general alarm. The average attendance for
these calls was twenty members of the Department.
TraininZ
During the month of August, four topics were offered during eight regularly scheduled in-house
training sessions. These topics included SCBA, Search & Rescue, Skills Stations, and Rescue
Equipment. Additional training opportunities were offered during Rookie Training and Duty
Crew, and for members of the Hazardous Materials Team.
Seventy-one members participated in training activities during the month. The total number of
hours spent on in-house and outside training activities was 633 — an average of over eleven hours
per participating member.

Recruitment
During the month of August, seventy paid -on-call firefighters served the City of Plymouth. No
members of the department left the fire service.
Duty Crew
The Duty Crew Program was in operation on all 21 weekdays during the month. Forty-one
members participated in the program.
In August, 65% of all shifts were fully staffed with four firefighters. During our busiest time
period (12:00 p.m. to 3:00 p.m.), only 48% of the shifts were fully staffed. A staffing summary
for the month, by shift, is included below.

Tuesday, September 23, 2003: The wear course, or final lift of asphalt, will be paved
tomorrow and Thursday, weather permitting. Next week Hardrives will be doing
punchlist work which includes fixing mailboxes, sprinkler systems, etc. Warranty work
for sod will begin in early October.
