Winner of Plymouth photo contest didn't have to go far

Richard Davideit, a 78 -year-old retired electrical engineer, won the City of Plymouth's annual photo
contest by photographing a very familiar scene -- the one outside his bedroom window.
The Plymouth resident used his digital camera to capture the sun rising over a foggy Turtle Lake,
located behind his house.
Davideit's shot was chosen for the grand prize, and a $100 award, out of 138 photos submitted. Six other
photos won in categories such as nature, cityscapes and people.
Though he took a class when he got his digital camera four years ago, Davideit said he has little formal
training as a photographer.
He's already thinking about next year's contest, he said. "It was so much fun winning this thing that I'm
going to try again."
Being aware, being safe
On request, the Eden Prairie Police Department will offer "personal safety presentations" to local
organizations.
Speakers don't teach self-defense tactics. Rather, they teach how to be more aware of threats and how to
plan for and react to them.

Planning in Chan
The Chanhassen City Council is looking for people to serve on the city's Planning Commission, the
committee that reviews all new developments.
The commission meets twice each month, and members are appointed by the council. Applications must
be received by Dec. 10. Call 952-227-1100 for more information.
Organizing volunteers
After working for the city of Minnetonka for more than 30 years, Joan Post retired in May.
But then the city's former community relations manager got back to work.
Post is volunteering one day each week to help Minnetonka set up a new volunteer program.
Before retiring, Post said, she often got calls from residents eager to help out at the city.
Sometimes Post or others would connect inquiring volunteers with departments needing help, but the
city couldn't spare a staff member to start a full-blown volunteer program.
So after retiring, Post offered to come in every Tuesday to help start one herself.
It's modeled after the one in Plymouth, where staff member Nancy Anderson helps recruit more than
1,000 volunteers each year. Anderson offered Post advice on setting up Minnetonka's program.
Departments seeking volunteers write up job descriptions, which are posted on the city's Web site at
www.eminnetonka.com.
The program is still in its infancy, but the city already is asking for volunteers to help with Hilloway
Park restoration. It also needs someone to play the city mascot, "Minnetonka Mike," at events; helpers
with various maintenance tasks at city buildings, and a monitor to spend 15 minutes each week checking
storm drains.
Some, but not all, of the tasks require background checks. But otherwise, Post said, "We're open to most
anybody."

Plymouth Family Escapes Early Morning Fire.
At 1 a.m. on Mon., Nov. 22, the Plymouth Fire Department responded to a call in the southwest part of the
city. When firefighters arrived on scene fire was through the roof and heavy smoke poured out of the home.
The homeowner's had woken up to the smell of smoke, gotten out of the house alive, and called 9-1-1.
Unfortunately, their pet died in the fire. Firefighters later determined that none of the smoke detectors in the
home were working.
"This family was very fortunate to escape with only minor injuries," said Fire Chief Richard Kline. The Chief
speculated that had there been working smoke detectors in the home, both the residents and firefighters would
have had a three to five-minute lead on the fire. "Fire grows exponentially, doubling every two minutes. We
can't stress the importance of working smoke detectors strongly enough," said Kline. Families should test
smoke detectors monthly, change their battery once a year, and vacuum them periodically.
Winter is the deadliest time of year for fire loss in Minnesota. Furnaces, fireplaces, chimneys, unattended
cooking, and candles are the leading causes. To stay safe this winter, the Fire Department asks families to
follow these ten tips for home fire safety.
1. Have furnaces and fireplaces inspected annually. Seventy percent of all heating fires in residential
properties occurred in chimneys and fireplaces.
2. Do not burn wrapping paper or cardboard in the fireplace. Fragments can waft up the fireplace and
start the roof on fire.
3. Never leave a burning candle unattended. Trim wicks to 1/4" prior to each use. Keep candles away from
drafts and vents. Use a flame retardant base.
4. Keep matches and lighters away from kids. Teach kids to tell an adult if they find matches or a
lighter.
5. If buying a real Holiday tree, pick out one that is green and does not drop its needles. Dried out trees
can ignite easily and burn quickly. Plan to display the tree for only two weeks. Water your tree daily.
6. Never leave cooking food unattended.

7. Unplug appliance cords when not in use. Keep them tied up and out of children's reach.
8. Check that holiday lights do not have frayed wires, gaps in the insulation, broken or cracked sockets or
excessive wear. Do not overload electrical outlets. Link no more than three light strands together,
unless the directions indicate it is safe.
9. Post the number 9-1-1 by the phone. Teach children how to use it.
10. Know and practice a family fire escape plan. Pick a meeting place outside of the home to gather in the
case of an emergency.

FIRE -RESCUE INCIDENT OF INTEREST
DATE: 11/26/04 TIlVIE: 7:16 a.m. ADDRESS: 169 & Bass Lake Rd.
DETAILS: A five -vehicle personal injury accident was reported to the Department
that required the extrication of two occupants from two vehicles. Upon arrival,
Chief 1 (Kline) reported a five -vehicle accident with multiple entrapments. First
arriving Duty Crew Engine 31 (Dore, Hendrickson, Gavin, Rasmus) advanced a
protective handline and began extrication on the primary patient. Following
vehicle stabilization, the roof was "flapped" to gain access to the patient. Rescue
11 (Evenson, D. Carlson, Nordby, Perbix) and Rescue 21 (Luth, Sjaarda, Branyon)
assisted with the extrication of the primary patient. Engine 31 crew and members
of NORTH EMS removed the secondary patient from the vehicle.
Three occupants of the five -vehicle crash required medical treatment. Both patients
were removed from the vehicles 22 minutes following fire department arrival.
Twenty-six fire personnel responded or were on stand-by for this incident.

A meeting of the Human Rights Commission was held beginning at 7:06 p.m. in the Medicine

Commissioner Broxey called the meeting to order. Commissioner Broxey noted that a quorum
was present so official business could be conducted.
Pat Gleason, Wayzata School district liaison, was welcomed to the commission.

Student Human Rights Activities
Commissioner Jin summarized last year's topic which was "Homelessness and Poverty in Your
Community". She reported on Bob's Sleep -out and the 2"d annual Mayor's Housing Challenge,
November 19, 2004.
Commissioners Jin and Cheng met prior to the regular meeting and discussed possible topics for
the 2005 Student Human Rights workshop.
Community Awareness
Commissioner Browne -Boatswain addressed the objective of the Community Awareness sub-
committee:
To acquaint the Plymouth community with the existence of the Human Rights
Commission and its purpose by using various public information sources.
Commissioners Gleason and Adams -Drew volunteered to be on the Community Awareness sub-
committee.
Community Education
Commissioner Ijioma had nothing to report; but suggested the Community Awareness and
Community Education committees schedule a joint meeting.

Commissioners Browne -Boatswain, Broxey, Alexander and Adams -Drew attended the 33rd
annual conference on October 9. Commissioner Broxey prepared a review of the conference,
Item 5.E.1, which was included in the packet. Commissioner Alexander gave a summary of the
topics that were presented by the conference speakers.

Commissioner Broxey recommended the Human Rights Award be listed on the 2005 Work Plan.
Review YWCA CommunityDialoeue, October 7
Commissioner Broxey stated that he was proud of the participation level of the commissioners
that attended the workshop. Commissioner Ijioma explained the format of the workshop and the
scenarios that were presented. The commissioners discussed offering the workshop as a
community forum and agreed to place on the 2005 Work Plan.
Letter from Jeanette Sobania to Plymouth Creek Homeowners Association regarding potential
human rights violation and reponse from Plymouth Creek Homeowners Association
The commissioners discussed the original issue and the letters from Jeanette Sobania and
Douglas Bley and suggested a neighborhood follow-up.
Commissioner Renquist moved and Commissioner Alexander seconded for Commissioner
Broxey to contact the Plymouth Creek Home Owners Association. Motion carried.
Letter, from Laurie Ahrens inviting Hopkins school representative
The commission had requested staff to invite a representative from the Hopkins School district to
serve as a member of the Plymouth Human Rights Commission.
Letter, from Hal Broxey thanking the JCRC
Commissioner Broxey would like to include the Jewish Community Relations Council be placed
on the 2005 Work Plan.
New Business
Don Renquist
Commissioner Renquist informed the commission that he will not be renewing his term, which
expires on January 31, 2005. He shared with the commission his personal feelings concerning
commitment, team work and the positive work displayed by the commission. He also thanked
the staff, and expressed the hard work and dedication to commitment the students have shown.
Essay Contest
Joan Jensen had submitted packets of information on the essay contest to the middle schools in
Plymouth. The commission discussed contacting other schools in Plymouth to participate in the

Essay Contest. Captain Franz stated there are 3 private schools: Providence Academy, Fourth
Baptist and West Lutheran. Commissioner Alexander will contact Joan Jensen and discuss
offering the program to other schools in the community.
Commissioners Adams -Drew and Alexander are assigned to the 2005 Essay Contest sub-
committee.
Previous Complaint
Commissioner Broxey stated that a bias crime had been reported to the Plymouth Police
Department. Captain Franz stated that there had been an investigation of the complaint and this
case is still open.
2005 Work Plan
Commissioner Broxey suggested the commissioners consider items to be placed on the 2005
Work Plan.

Human Rights Day
Commissioners Alexander, Adams -Drew and Broxey would like to attend the conference on
December 3. Human Resource Manager Sobania will confirm how many commissioners are
able to register for the conference.
TOGETHER Newsletter
An article on the May 20 Plymouth Human Rights Commission forum, written by Commissioner
Browne -Boatswain, was included in the TOGETHER issue.
Landlord must pay in racial -bias suit, Star Tribune article
Commissioner Broxey distributed the article on a housing discrimination case.

Dear Senator Gaither:
On behalf of Mayor Judy Johnson and the City of Plymouth, I want to thank you for your
support of the I-494 median barrier and your willingness to author a bill for the
completion of this project.
As you might recall, at the joint meeting between our local legislators and the Plymouth
City Council on Wednesday, September 29, 2004, I illustrated the need for a median
barrier along the I-494 corridor, beginning north of County Road 10 and continuing south
to I-394, in the City of Plymouth. Due to this imperative need, a press conference was
also held on Monday, October 18, 2004, to reinforce the project's importance. At that
time, a request for the Legislature's support to appropriate funding and to approve the
construction of the project through MnDOT was made.
I have since asked our City Attorney's office to draft a bill for your consideration. It is
my sincere hope that you will author the enclosed bill and support its progress through
the legislative process. This is a top priority for my office, as the barrier, like the one
recently completed in the City of Maple Grove, will significantly reduce the amount of
cross -through median traffic crashes, which will result in fewer serious injuries and
deaths along the I-494 corridor.
Lastly, to further highlight the need for this barrier, our police department responded to a
five -car personal injury accident on Friday, November 26, 2004 at approximately 7:30
a.m. on Highway 169 near County Road 10. Here, a vehicle traveling northbound
crossed through the median and struck a southbound vehicle head-on. Serious injuries
resulted. While I did not include Highway 169 in this initial project, the prospect is

whatsoever scheduled for Highway 169 for the next several years. Knowing that the cost
for the median barrier is $100,000 per mile, the area along Highway 169, from County
Road 10 to Medicine Lake Road, would be approximately four miles to complete. While
this would be in addition to the I-494 project, I would be remiss if I did not make this
request as well.
