HomeMy WebLinkAboutCity Council Minutes 02-07-1996 SpecialMINUTES SPECIAL COUNCIL MEETING FEBRUARY 7, 1996 A special meeting of the Plymouth City Council was called to order by Mayor Tierney at 6:15 p.m. in the Medicine Lake Room of the City Center, 3400 Plymouth Blvd., on February 7, 1996. COUNCIL PRESENT: Mayor Tierney, Councilmembers Anderson, Black, Preus, Granath. Councilmembers Lymangood and Wold arrived at 6:18 p.m. ABSENT: None. STAFF PRESENT: City Manager Johnson, Assistant Manager Lueckert, Public Works Director Moore, Park and Recreation Director Blank, Community Development Director Hurlburt, City Attorney Knutson, and City Clerk Ahrens. CERTIFY RESULTS OF SPECIAL ELECTION MOTION was made by Councilmember Granath, seconded by Councilmember Preus, to adopt RESOLUTION 96-65 CERTIFYING RESULTS OF FEBRUARY 6,1996, SPECIAL CITY ELECTION. Motion carried, five ayes. Councilmembers Lymangood and Wold arrived at 6:18 p.m. CITY ATTORNEY UPDATE ON OPEN MEETING LAW City Attorney Knutson presented information on the Open Meeting Law. He cited a number of recent cases and advised the City Council with respect to various situations relating to the law including serial meetings, political action groups, Council attendance at other governmental meetings and neighborhood meetings, Council Subcommittee meetings, seminars, and closed meetings. In summary, he recommended that four councilmembers should not interact on a common issue regardless of the medium - phone, meeting, e-mail, or voice mail. He discussed the penalty provisions of the law. Staff was requested to provide information on the City's insurance coverage relating to the Open Meeting Law. The meeting was adjourned at 6:55 p.m. x Laurie F. Ahrens City Clerk
