HomeMy WebLinkAboutCity Council Minutes 10-29-2001 SpecialAdopted Minutes Special Council Meeting October 29, 2001 A Special Meeting of the Plymouth City Council and the Maple Grove City Council was called to order by Plymouth Mayor Tierney and Maple Grove Councilmember Sargent at 7:00 p.m. at the Plymouth Creek Center, 14800 34`h Avenue North, Plymouth Boulevard, on October 29, 2001. PLYMOUTH COUNCIL PRESENT: Mayor Tierney, Councilmembers Black, Hewitt, Stein, Harstad, and Slavik. PLYMOUTH COUNCIL ABSENT: Councilmember Johnson. PLYMOUTH STAFF PRESENT: City Manager Johnson, Public Works Director Faulkner, Community Development Director Hurlburt, Finance Director Hahn, Fire Chief Kline, Acting Transit Administrator Bentley, and City Clerk Paulson. MAPLE GROVE COUNCIL PRESENT: Councilmembers Sargent, Jaeger, Koski, and Amery. MAPLE GROVE COUNCIL ABSENT: Mayor Steffenson. MAPLE GROVE STAFF PRESENT: Finance Director Christiansen, Fire Chief Anderson, Public Works Director Butcher, Community Development Director Waibel, and Transit Coordinator Opatz. Shared Water System Facilities Study Public Works Directors Faulkner and Butcher explained their respective city's water systems. This included the primary connections between the cities, the aquifers, the number, capacity and location of wells, and ground storage. The City of Maple Grove has included in their Capital Improvements Program (CIP) a major expansion for their treatment plant. The City of Plymouth has included in their CIP the construction of a new water tower at The Reserve development and two wells. Review of Planned Road and Utility Connections and Land Use Plans between Communities Community Development Director Hurlburt discussed the City of Plymouth's 2020 staging plan for the Northwest Plymouth area, and Community Development Director Waibel discussed the City of Maple Grove's staging plan. Public Works Director Faulkner reported the improvement of Vicksburg Lane is not included in the City of Plymouth's 2001-2006 CIP. He discussed the reconstruction of County Road 61, which would be a four -lane roadway into Maple Grove. Adopted City Council Minutes Special Meeting of October 29, 2001 Page 2 of 3 Councilmember Sargent commented the DunkirkNicksburg corridor up to County Road 30 should be reviewed in the future. Possible Future Jurisdictional Changes for County Road 47 and Vicksburg Lane It was noted that there have been informal discussions with County officials about reversing the responsibility of County Road 47 and Vicksburg Lane. Comments were made relative to vehicles exiting the interstate when there is congestion and then utilizing residential roadways. Transit Issues -Coordinating or Combining Systems and/or Sharing of Transit Staff Acting Transit Director Bentley and Transit Coordinator Opatz reported on the transit systems. They stated they continue to discuss any opportunities to integrate more of the systems. Transit Coordinator Opatz discussed the City of Maple Grove's proposed traffic hub that would be operational approximately July 2003. This hub would be located at the intersection of Hemlock Lane and I-694. Discussion was held on providing north/south transit services, and with Highway 169 proposed to be shoidder-laned from I-694 to I-494, this should assist that effort. Fire Services -Update on Each City's Plans for Adding Fire Stations and Fire Personnel Fire Chief Anderson reported the City of Maple Grove is proposing to construct a fifth fire station near Lawndale Lane and Bass Lake Road. Fire Chief Kline reported the City of Plymouth has been reviewing the possibility of constructing a fourth fire station near Vicksburg lane and Schmidt Lake Road. The fire chiefs reported both departments continue to share a hazardous material team as well as any other areas of joint cooperation. They also stated that daytime staffing continues to bean issue for both departments, and they are reviewing legislation that would provide housing subsidies for firefighters. Adopted City Council Minutes Special Meeting of October 29, 2001 Page 3 of 3 Youth Collaboratives in Each City It was discussed that in Plymouth there are school based collaboratives, while in Maple Grove, the City plays an instrumental role in providing a part-time coordinator. There is also a substantial amount of parental involvement as well publication of a newsletter. Efforts to Support Affordable Housing in Each City Both cities voiced their frustrations in trying to provide more affordable housing opportunities within their respective cities. Some of the difficulties include the coordination of many funding sources for a development, and the high costs to develop properties and still provide affordable housing opportunities. I-494 Commission Mayor Tierney reported on the City of Plymouth's participation in the I-494 Commission as well as the need to widen I-494 to four lanes in order to alleviate the daily congestion on this roadway. It was noted that the City of Maple Grove is not a member of the commission, as they didn't feel there was a direct benefit to their city. Other Issues of Mutual Interest The councils briefly discussed storm water utility fees, levy limits, and phosphorous free fertilizer legislation. The meeting was adjourned at 9:35 p.m. andra R.
