Special Council Meeting
April 24, 2001
A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at 5:30
p.m. in the Police Training Room, 3400 Plymouth Boulevard, on April 24, 2001.
COUNCIL PRESENT: Mayor Tierney, Councitmembers Hewitt, Johnson, Stein, Black,
Harstad, Slavik (arrived at 6:50 p.m.).
ABSENT: None.
STAFF PRESENT: City Manager Johnson, Recreation Director Blank, Finance Director Hahn,
Community Development Director Hurlburt, Public Works Director Moore, Assistant City
Engineer Quanbeck, and City Clerk Paulson.
Bassett Creek Joint Powers Agreement
Assistant City Engineer Quanbeck illustrated the area that encompasses the Bassett Creek
Watershed District and stated approximately 50% of the watershed is located in Plymouth.
Councilmember Black explained that the Bassett Creek Watershed Management Commission
began its Second Generation Water Management Plan process by establishing three committees
to assist in the development of the plan. These committees include a Citizens Advisory
Committee, a Technical Advisory Committee and a Policy Advisory Committee. She stated the
Council appointed her to serve on the Policy Advisory Committee. She explained it doesn't
appear that the funding mechanism would change from the previous agreement, and the stream
erosion and flooding would be addressed through funding. She requested the Council's
comments on what has been drafted to date by the Policy Committee.
Listed below are items the Council discussed relative to the proposed draft agreement:
1. The differences between a watershed district and a watershed commission.
2. Staff from cities not being eligible to serve on the commission. However, it is proposed to
establish a Technical Committee composed of staff members to assist the commission.

3. Elected officials, rather than citizens, serving on the commission. In addition, Plymouth
having more than one elected representative due to the City encompassing half of the watershed
district.
4. How to increase attendance at the commission's meetings.
5. The requirement for each of the 53 watersheds that empty into the lower Mississippi River to
have either a commission or a district.
6. Even though Plymouth is at the head of the watershed district, the lower portion of the district
benefits from the maintenance to the dam on Medicine Lake and any improvements initiated by
the City.
Councilmember Harstad voiced his opposition to the joint powers agreement.
Public Works Director Moore discussed the differences and similarities between the Bassett
Creek, Elm Creek, and Shingle Creek joint powers agreements.
Future Study Session Topics
City Manager Johnson requested to add an update on the Town Ward Meeting scheduled for
May 15 and the quarterly check in with the City Manager to the May 1 Study Session agenda.

Park and Recreation Director reported that he was contacted by a resident adjacent to the Ice
Center/LifeTime Fitness about the proposed skate park. He stated he has scheduled a meeting
for May 1 at 5:30 p.m. -6:45 p.m. at the Plymouth Creek Center to discuss the proposed park.
Councilmember Johnson suggested that in the near future there be a broader informal meeting
conducted for the skate park that would be similar to the one scheduled for the Hilde
Performance Center.
The meeting was adjourned at 6:52 p.m.
