HomeMy WebLinkAboutCity Council Minutes 04-17-2001 BOEAdopted Minutes 2001 Board of Review April 17, 2001 The meeting of the Plymouth City Council sitting as the 2001 Board of Review was called to order by Mayor Tierney at 7:00 p.m. in the City Council Chambers, 3400 Plymouth Boulevard, on April 17, 2001. COUNCIL PRESENT: Mayor Tierney, Councilmembers Johnson, Hewitt, Slavik, Stein, Black, and Harstad. KG18Q\: U\1ffMn STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, Public Works Director Moore, Community Development Director Hurlburt, Finance Director Hahn, City Assessor Bye, Senior Appraiser Olsson, Commercial Appraiser Zent, Appraisers Kingsbury, McCormick, and Moos, Assessment Technician Bowman, and Deputy City Clerk Hoffman. City Assessor Bye introduced the assessing division staff. She stated the total market value increased 14% of which 3% was new construction. The total value in the City as of January 2, 2001 was approximately $6.2 billion. A total of 2,500 building permits were issued in 2000. The average home sale price was $243,300 in 2000. She stated the majority of residential neighborhoods experienced a 13% increase between their 2000 estimated market value and their 2001 estimated market value. She illustrated single—family, duplexes, lakeshore, condominium, and commercial properties sold in 2000. She commented that there was a 5.8% increase in the market value for commercial sales, which was due to continuing rent increases and a shortage of available space. She reported there was a 13% increase in the market value for apartments, which was attributed to rent increase, and a vacancy rate, which continues at less than two percent. She commented the valuation notices were mailed March 16 and the majority of the issues and/or concerns which have been presented to staff have been addressed. 1. Art 1• retag, 17010 Co. Rd. 47 (05-118-22-21-0004), requested a classification change. In 1997 his property was changed from agricultural to general residential. He stated that his property is just under the minimum size to qualify for agricultural zoning classification. He asked to be allowed a split land classification, and was not necessarily requesting that his property be re—valued. 2. Joyce Rotell,1515 Black Oaks Lane North (29-118-22-43-0034), compared other homes in her subdivision to hers, and requested a re—valuation. She said there is a proposal to build townhomes on the property adjacent to hers, and this would reduce her view and diminish her home value. She noted that her home value has increased more than 10% each year since she moved in. (02-118-22-24-0011) City Assessor Bye stated that the following property owners were in attendance at the meeting but did not wish to speak. She said they have submitted written appeals. 7.
