Special Meeting
Truth in Taxation Hearing
December 2, 2002
A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at
7:00 p.m. in the Council Chambers of the City Center, 3400 Plymouth Boulevard, on
December 2, 2002.
COUNCIL PRESENT: Mayor Tierney, Councilmembers Black, Stein, Johnson, Slavik,
and Johnson.
ABSENT: Counciimember Harstad.
STAFF PRESENT: City Manager Johnson, Assistant Manager Ahrens, Finance Director
Hahn, Finance Manager Jacobson, Public Works Director Faulkner, Community
Development Director Hurlburt, Park and Recreation Director Blank, Police Chief
Gerdes, Fire Captain Hurr, and City Clerk Paulson.
Presentation on 2003 Proposed Budget
Mayor Tierney stated the purpose of tonight's meeting is for a hearing on the City's
proposed 2003 budget and tax levy. She stated adoption of the 2003 budget and tax
levies would be on the December 17 Council agenda.
City Manager Johnson highlighted the proposed 2003 budget. He noted there is a 2.2%
general fund increase over the 2002 budget. Factors that contributed to this include the
drainage maintenance and street sweeping moved from general fund to water resources
fund, and the recreation booklet printing and postage moved from general fund to
recreation fund. Without these changes, the general fund increase would be 4.96%.
Average increase previous two years was 6.6%. He discussed the total levy limit increase
available under state law, which is 4.6%. He stated the City's property tax is projected to
decrease from 25.77 to 25.23, and overall City tax levy would increase by 4.1 %. City
taxes on average valued home ($284,000 after 10.0% appreciation) would increase by
51.08 (7.68%). City taxes on typical business ($1,000,000 after no appreciation) would
decrease by $65.41(-2.06%).
He noted key budget features which include the shifting of street sweeping and drainage
maintenance from general fund to water resources fund, adding water resources
technician position, add maintenance worker in the sewer division, increasing treatment
costs, making long-range lift station improvements, adding a Fire Captain position in the
Fire Department, and increasing the hours of housing eligibility specialist.

Mayor Tierney opened the public hearing for testimony.
Motion was made by Councilmember Black, and seconded by Councilmember Slavik, to
close the public hearing, and to place approval of the budget on the December 17 Council
agenda. With all members voting in favor, the motion carried.

adjourn the meeting at 7:33 p.m. With all members voting in favor, the motion carried.
