HomeMy WebLinkAboutCity Council Minutes 10-22-2002 SpecialAdopted Minutes Special Council Meeting October 22, 2002 Mayor Tierney called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Public Safety Training Room, 3400 Plymouth Boulevard, on October 22, 2002. COUNCIL PRESENT: Mayor Tierney, Councilmembers Hewitt, Slavik, Black, Johnson, and Stein. ABSENT: Councilmember Harstad. STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, Community Development Director Hurlburt, Public Works Director Faulkner, Park and Recreation Director Blank, City Engineer Quanbeck, and City Clerk Paulson. Consider Comments on Elm Creek Second Generation Watershed Management Plan City Engineer Quanbeck reported on the Shingle Creek's Second Generation Watershed Management Plan. He stated the draft has been submitted to the Board of Water and Soil Resources and other State and local agencies for their 60 -day comment period. After the completion of the comment period, the Commission must respond to comments received, make plan amendments accordingly, and schedule a public hearing for final input. At this time, the Commission expects that the public hearing would be conducted at their regularly scheduled meeting on December 12. After the public hearing, the Board of Water and Soil Resources and State agencies would have another 45 -day comment period after which the plan is to be ready for final review and approval by the Board of Water and Soil Resources. The Commission expects that the plan and revised joint powers agreement will be presented to the cities for adoption in April or May 2003. He stated in response to staff comments, the watershed has indicated where the term smart growth" is used, sections of the draft plan would be revised, although what revisions will be made is unclear. In addition, language regarding the Commission's review of the Comprehensive Plans was also modified. Councilmember Johnson asked if cities within the watershed district communicate with each other on any shared issues. City Engineer Quanbeck replied no. Councilmember Black stated she has a lot of questions on the strategies and goals of the plan that she would like to discuss with staff. She added that there doesn't appear to be i Adopted Council Minutes Special Meeting of October 22, 2002 Page 2 of 3 any consideration to those cities, such as Plymouth, who have their own surface water management plans and how to tie those plans into the Commission's management plan. Consider Comments on Elm Creek Second Generation Watershed Management Plan Public Works Director Faulkner stated the public hearing on the draft of the plan was held on October 9. The plan is currently being reviewed by the Board of Water and Soil Resources and State agencies. After the plan is revised, per comments received at the public hearing, a second draft plan would be available for comment until December 2. He stated the consultant preparing the plan for the Commission indicated the City's comments could be incorporated into the second draft. After the completion of this comment period, the final draft would be submitted to the Board of Water and Soil Resources for final review and approval. He indicated that this process would be very similar to that of the Shingle Creek's plan. He discussed with the Council the proposed comments on the plan. Motion was made by Councilmember Black, and seconded by Councilmember Slavik, to adopt a Resolution Approving Comments on Elm Creek Watershed Management Commission Draft of the Second Generation Watershed Management Plan (Res2002- 471). With all members voting in favor, the motion carried. Motion was made by Councilmember Black, and seconded by Councilmember Johnson, to place on the November 12 Council agenda the comments that have been assembled from staff and the Council for the Shingle Creek Second Generation Watershed Management Plan. With all members voting in favor, the motion carried. Future Study Sessions Councilmembers Slavik, Johnson, and Stein requested that the discussion on the control of buckthorn in City -owned spaces be moved to the pending Study Session list (spring 2003). Motion was made by Councilmember Black, and seconded by Councilmember Slavik, to conduct a joint meeting with the HRA on December 18 at 6:30 p.m. to discuss land trust issues, and to schedule a Study Session on November 12 at 5:30 p.m. to interview for the Youth Advisory Council. With all members voting in favor, the motion carried. The majority. of the Council felt that the athletic associations could ban smoking within their own activities rather than having the City get involved.
