HomeMy WebLinkAboutCity Council Minutes 06-04-2002 SpecialAdopted Minutes Special Council Meeting June 4, 2002 A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at 6:30 p.m. in the Public Safety Training Room, 3400 Plymouth Boulevard, on June 4, 2002. COUNCIL PRESENT: Mayor Tierney, Councilmembers Harstad, Slavik, Black, Stein, and Hewitt (arrived at 6:50 p.m.). ABSENT: None. STAFF PRESENT: City Manager Johnson, Community Development Director Hurlburt, Housing Program Manager Barnes, and City Clerk Paulson. Review Housing Forum Findings Housing Program Manager Barnes reported on the Millennial Housing Commission's report to Congress on affordable housing. He stated this commission, which was created l by Congress, released its final report after an extensive 17 -month study that included public hearings in Atlanta, Chicago, Los Angeles, Oakland, New York, and Washington. He stated this report contains new production type programs for affordable housing that would need to be enacted at the Federal level. The Council discussed a report summarizing the results of the March 19 Housing Forum. There were citizens in attendance that conducted an informal dialogue with the Council on different sections of the report. The Council discussed the concerns and issues that were compiled from the small group discussions at the housing forum. These items included funding for affordable housing, fees/cost of regulation, cost and supply of land, density and lot sizes, planning and zoning policies, designing homes and neighborhoods, working with developers, employers, and other levels of government. Another item that was derived from the small group discussions was the City's education and public information efforts on affordable housing. The Council requested that staff utilize the City's newsletter to educate residents on programs available for affordable housing as well as highlighting some success stories." There was a considerable amount of discussion on the need to not only focus on new developments for affordable housing but also existing housing. Discussion was also held on the pros and cons of reducing and/or waiving hookup and development fees. Adopted Council Minutes Special Meeting of June 4, 2002 Page 2 of 3 Listed below are items that the Council requested staff to further review that could assist in encouraging affordable housing: 1. Campaign for funding (increased State funding for housing programs). 2. Zoning review (changing some requirements such as lot widths, setbacks or sizes in the RSF-1 zoning districts on a case-by-case basis). 3. Mixed use developments. 4. Including transit friendly designs in new developments. 5. Business involvement (working with the Twin West Chamber of Commerce). Schedule Future Study Sessions The Council amended the I-494 Corridor Commission/Highway 55 Corridor Group item on the pending Study Session list by deleting the Highway 55 Corridor Group portion as a report would be provided to the Council at one of their next Regular Council meetings. The Council discussed whether a discussion on the City's sign ordinance should be added to the pending Study Session list. However, there weren't three Councilmembers who supported this item. City Manager Johnson suggested that the Council schedule a Study Session at their June 25 Study Session to review the City's web design. He requested the Council schedule Study Sessions to discuss the concept plans for the lower level of the Plymouth Creek Center, the proposed dome for the tennis courts at Oakwood Elementary School, and the proposed 2003 budget. The Council removed the traffic calming program item from the June 25 Study Session and requested that the report be placed on a regular Council meeting agenda. Motion was made by Councilmember Black, and seconded by Councilmember Hewitt, to schedule the following Study Sessions: 1. Budget Sessions on August 26, September 3, and September 5 (if necessary) at 7:00 p.m. 2. Discuss the concept plans for the lower level of the Plymouth Creek Center and proposed dome for the tennis courts at Oakwood Elementary School at the June 25 Study Session. With all members voting in favor, the motion carried.
