2002 Board of Appeal and Equalization Reconvened
April 30, 2002
The Reconvened Meeting of the 2002 Board of Appeal and Equalization was called to
order by Deputy Mayor Johnson at 7:00 p.m. in the City Council Chambers, 3400
Plymouth Boulevard, on April 30, 2002. This meeting was reconvened from April 16,
2002.
COUNCIL PRESENT: Deputy Mayor Johnson, Councilmembers Hewitt, Slavik, Stein,
Black, and Harstad.
COUNCIL ABSENT: Mayor Tierney.
STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, City
Assessor Bye,, Senior Appraiser Olsson, Commercial Appraiser Zent, Appraisers
Kingsbury, McCormick, and Henderson, Finance Director Dale Hahn, Community
Development Director Hurlburt, and City Clerk Paulson.
City Assessor Bye reported that John and Wendy Linder, 11735 53rd Avenue North,
provided a written appeal to staff after the initial Board of Equalization meeting on April
16, and they would like to reserve their right to appeal their estimated market value to the
County (PIN No. 11 - 118-22-12-0020).
John Frick, 311 Union Terrace Drive, stated his valuation has increased $55,000 or
83.6% from 1989 to 2002. According to the Consumer Price Index (CPI) of the
metropolitan area, valuations have increased 34%. He stated after he reviewed similar
properties, he feels the estimated market value should be approximately $105,500.
Deputy Mayor Johnson noted that staff is recommending to reduce the estimated market
value from $121,000 to $110,500.
Earl Fischer, MIM Enterprises, stated he has reviewed staff's recommendation to
decrease his estimated market value from $370,800 to $300,000. He stated the
comparable properties that staff reviewed for comparison to his property weren't similar
to his property. He stated there are many issues that affect his property including the
wetland, close proximity to County Road 101, and terrain problems that don't affect the
other comparables. He stated this vacant property doesn't utilize any of the City services
such as police and fire. Therefore, he requested his estimated market value be
approximately $170,000.
Vince Beacom, 5630 Pineview Lane North, stated he has analyzed the estimated market
values of adjacent properties on Bass Lake, and the proposed estimated market value of
his property doesn't correctly reflect the value of his property. He stated his neighbors'
estimated market values increased approximately eight to nine percent, while his

valuation increased 33 percent. He stated he has only resided at this property for 18
months. He would estimate the estimated market value of his property to be $735,000
instead of $1,029,200 that staff proposes. He stated the City increased the land value
from $138,700 to $250,000 in one year. He noted that he has recently finished his
basement, and he paid the contractor $35,000. He stated staff increased the market
improvements by $161,000. He indicated that he has invested approximately $770,000
into the property, which includes finishing the basement.
Motion was made by Councilmember Black, and seconded by Councilmember Slavik, to
approve staff's recommendations for 19020 Hamel Road (PIN No's. 07-118-22-32-0009,
07-118-22-32-0010, 07-118-22-32-0011), 6000 Kirkwood Lane North (PIN No. 02-118-
22-24-0011), 11435 48th Avenue North (PIN No. 11-118-22-41-0054), 815 Ithaca Lane
North (PIN No. 33-118-22-14-0041), 710 Olive Lane North (PIN No. 31-118-22-14-
0040). 10890 South Shore Drive (36-118

Councilmember Black reported that Michael Swanson, 6000 Kirkwood Lane North,
contacted her to request that his estimated market value be decreased from $236,900 to
168,000. There no further discussion on this request.
With all members voting in favor, the motion carried.
The Council discussed the estimated market value for John Frick's property at 311 Union
Terrace Drive.
City Assessor Bye stated that according to State Statutes, the CPI isn't used to determine
estimated market values. She stated staff has reviewed Mr. Frick's property, and there
were some adjustments made to decrease the estimated market value from $121,000 to
110,500.
Appraiser Kingsbury stated he made adjustments to reflect the type of heating system in
the home (antifreeze system), repairs necessary for the bathroom, and no central air.
Motion was made by Councilmember Harstad, and seconded by Councilmember Black,
to approve the Assessor's recommendation for Mr. Frick's propeyy PIN No. 36-118-22-
31-0043. With all members voting in favor, the motion carried.
The Council discussed Mr. Fischer's property at 2220 County Road 101.

Senior Appraiser Olsson reported staff has recommended lowering the estimated market
value of the property from $370,800 to $300,000. She explained the valuation is based
on sales of properties in residential areas with utilities available. She stated of this
property, 2.52 acres would be buildable.
Councilmember Harstad asked what the structure market value was in 2001. Senior
Appraiser Olsson replied $135,000.
Mr. Fischer stated there is an inconsistency with the acreage, as there are wetlands on the
site. Therefore, he is only able to construct 10 units on the site versus 14. He voiced his
concern that future taxes would be based on the estimated market value. He stated he
hasn't received any offers from individuals who would like to purchase his property. He
stated the two comparables that staff utilized in the report are better properties than his.
Councilmember Black stated properties that have wetlands and access to City utilities in
Northwest Plymouth have been selling for approximately $110,000 per acre. Therefore,
the proposed estimated market value appears to be very much in the "ballpark."
Motion was made by Councilmember Black, and seconded by Councilmember Slavik, to
qpprove the Assessor's recommendation for Mr. Fischer's property (PIN No. 30-118-22-
14-0001. With all members voting in favor, the motion carried.
Councilmember Harstad noted that property valuations have no correlation to the amount
of City services utilized.
The Council discussed Mr. Beacom's property at 5630 Pineview Lane North.
Appraiser Kingsbury explained that the 2000 evaluation, payable in 2001, was lower
because the home wasn't completed. He stated in order to bring the property to current
value, there is a large adjustment as the property wasn't completed until 2002.
Mr. Beacom stated they occupied the home in September 2000. He indicated that the
property owners of 5610 Pineview Lane North occupied their home in November 1999.
However, their assessed value only increased nine percent.
Councilmember Harstad stated when he compares Mr. Beacom's property to the
comparables used in staff's report, staff is being very conservative with the estimated
market value ($1,029,200). Therefore, he supports staff's recommendation for no
change.

Motion was made by Councilmember Hewitt, and seconded by Councilmember Harstad,
to approve the Assessor's recommendation for Mr. Beacom's propegy (PIN No. 02-118-
22-32-0020). With all members voting in favor, the motion carried.
