HomeMy WebLinkAboutCity Council Minutes 03-19-2002 SpecialAdopted Minutes Special Council Meeting March 19, 2002 A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at 5:45 p.m. at the Plymouth Creek Center on March 19, 2002. COUNCIL PRESENT: Mayor Tierney; Councilmembers Hewitt, Black, Harstad, Johnson, Slavik, and Stein. ABSENT: None. STAFF PRESENT: City Manager Johnson and Assistant City Manager Ahrens. Discuss process to fill board and commission vacancies Mayor Tierney noted that Roger Berkowitz has submitted his resignation from the Planning Commission. Motion was made by Councilmember Johnson moved, seconded by Councilmember Slavik, to direct staff to prepare a resolution for consideration at the next regular council meeting to appoint Frank Weir to the Planning Commission, and to appoint Richard Krahulec to fill Mr. Weir's position on the Park and Recreation Advisory Commission. Motion carried unanimously. Mayor Tierney noted that there is a vacancy in the alternate position on the Elm Creek Water Management Organization. Councilmember Black stated that Fred Moore had contacted her to express interest in serving on a water management organization. The Council directed staff to contact Fred Moore and determine whether he is interested in submitting an application for this volunteer opportunity. Mayor Tierney noted that there is a vacancy on the Northwest Hennepin Human Services Council Advisory Commission. Motion was made by Councilmember Hewitt, seconded by Councilmember Johnson, to take no action to fill this position at this time because the City is still considering its relationship with that organization. Motion carried unanimously. Motion was made by Councilmember Hewitt, seconded by Councilmember Johnson, to schedule a special council meeting for 5:30 p.m. on Tuesday, April 23 to conduct interviews of youth applicants for the Youth Advisory Council and other youth vacancies on commissions. Motion carried unanimously. Study Session Topics Councilmember Stein, Slavik, and Hewitt added to the pending study session topics list a discussion on the proposed ordinance relating to accessory dwelling units. Adopted Council Minutes Special Meeting of March 19, 2002 Page 2 of 2 Councilmember Johnson requested that the title of a pending study session topic be amended from Creating a "Business Council' to a "Downtown Council." The Council concurred with this topic change. Councilmember Black suggested that the regulation of phosphorus should be added to the study session topics list. She noted that the legislative bill may provide that after August 1, cities would be prohibited from restricting the sale of fertilizer containing phosphorus. Motion was made by Councilmember Black, seconded by Councilmember Slavik, to set a study session for 6:00 p.m. on April 9 to discuss this issue. Motion carried unanimously. Councilmember Harstad requested that staff prepare a report on the "This Old House" statute, to include its status, effectiveness, and suggestions for future legislation.
