HomeMy WebLinkAboutCity Council Minutes 02-12-2002 SpecialAdopted Minutes Special Council Meeting February 12, 2002 A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at 5:30 p.m. in the Public Safety Training Room, 3400 Plymouth Boulevard, on February 12, 2002. COUNCIL PRESENT: Mayor Tierney, Councilmembers Johnson, Slavik, Stein, Harstad, and Hewitt. ABSENT: Councilmember Black. STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, Police Chief Gerdes, Fire Chief Kline, Park and Recreation Director Blank, Community Development Director Hurlburt, Finance Director Hahn, Public Works Director Faulkner, City Forester Buck, and City Clerk Paulson. Council Goals and Obiectives The Council discussed the proposed "work copy" of the goals and objectives for 2002. Items A- I were discussed. Item F was amended to state, "to pursue_ and encourage affordable and life cycle housing opportunities." A discussion was held on item M and the renaming Mud Lake Park which is being petitioned by the adjacent neighborhood. The Council agreed to not take a position on this and wait for the petition to go through the process. Items J -V the Council discussed with staff. Councilmember Slavik requested to include a review of the taste of the City's water. Councilmember Johnson requested item O (enhance security at City facilities and conduct emergency operations exercise) be moved up on the list. Councilmember Stein requested item N (consider a storm water incentive program) be combined with item A (Implement Water Resources Plan). Councilmember Slavik requested item R (monitor/implement measures to mitigate State budget cutbacks) be moved up on the list. Councilmembers Johnson and Slavik requested to move item I (evaluate City snowplowing program) to the bottom of the list. Adopted Council Minutes Special Meeting of February 12, 2002 Page 2 of 3 City Manager Johnson stated a revised list would be presented to the Council for their February 26 meeting. Property Owners Mowing along former County Roads Councilmember Johnson reported on Bart and Michelle Marshall's concern of requiring property owners to mow in the City's right-of-way. She stated Old Rockford Road changed from the County to the City, and when that occurred, the Marshalls were automatically responsible for mowing the area abutting the roadway. The County previously mowed this area once or twice per year. When it became a City roadway in June 1998, letters were sent to the abutting property owners informing them of the change in road classification and noting that the County would no longer be participating in the mowing. The City mowed the boulevard area a final time in 1998, and the abutting property owners have maintained the area since that time. She is concerned how the Council could amend the City's weed ordinance that would address all situations. Michele Marshall, 15305 41St Avenue, stated some of their difficulties include the use of the right-of-way by utility trucks that create ruts on the property, which make it very difficult to mow. She stated this area was to contain a sign for their development. Therefore, she believes that the homeowners association should maintain and use this area for that specific use. They would like to work with the association, but it has been very difficult. She questioned how the City could require them to mow this area when there are other properties in the City that should be mowed, but no one has filed a complaint with the City on those properties. Mayor Tierney asked staff if this area has ever been considered for a beautification project. City Forester Buck replied no. Ms. Marshall stated they are concerned about the $160 charge from the City for mowing this property. They were in the process of trying to resolve this issue with City staff when the mowing occurred. Mayor Tierney stated this issue would be discussed again during the Regular Meeting this evening. City Manager Johnson commented that utility companies should leave the property in good condition. Adi ournment Motion was made by Councilmember Slavik, and seconded by Councilmember Stein, to adjourn the meeting at 6:50 p.m. With all members voting in favor, the motion carried. Bandra R.
