Special Council Meeting
January 10, 2002
A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at
6:00 p.m. in the Fireside Room, Plymouth Creek Center, 14800 34th Avenue North, on
January 10, 2002.
COUNCIL PRESENT: Mayor Tierney, Councilmembers Hewitt, Stein, Black, and
Slavik.
ABSENT: Councilmembers Johnson and Harstad.
STAFF -?RESENT: City Manager Johnson, Police Chief Gerdes, Fire Chief Kline,
Community Development Director Hurlburt, Public Works Director Faulkner, and City
Clerk Paulson.
LEGISLATORS PRESENT: Representatives Abrams and Johnson, and Senators
Limmer, Olson, and Roberts.
Priority Issues for the 2002 Legislative Session
The Council discussed with the Legislators the following priority issues that were
adopted by the Council on January 8, 2002:
1. State Budget Cuts. Cities who have already lost a large amount of State aid or no
longer receive any significant State aid should be exempted from any further budget cuts
by the Legislature in 2002, especially when some cities received a net increase in aid
through tax reform.
2. Local Development Fees. The City is required to monitor and reports this information
effective January 1, but has received no forms and no instructions on how. to report the
fees. The City also opposes any legislative effort to further restrict the City's ability to
determine local development fees.
3. Emergency Preparedness. The City requests that the 2002 Legislature `support and
fund improved emergency preparedness at the State and local levels that would include
training as well as restoring the State hazardous material response team.
4. Affordable and Life Cycle Housing. The City urges the Legislature to provide
additional resources to encourage the development of affordable housing for affordable
and life cycle housing.
5. Wine Sales in Grocery Stores. The City opposes the proposal to allow wine sales in
grocery stores or other venues where currently prohibited.
6. CriMNet. Support is requested by the Legislature to continue to funding this law
enforcement system.

7. Firefighter Staffing. The City encourages the State to enact legislation to enhance
recruitment and retention of paid -on-call and volunteer firefighters. In addition,
consideration could be given to provide tax credits for businesses that employ firefighters
and/or allow firefighters to respond to fires during work hours; tax credits for firefighters;
and payment of tuition for a firefighter and their family at state colleges.
8. Surface Water Quality Plans. The City requests that the State consider increased
funding or bonding for water quality improvements to enhance funding at the local level.
9. Transportation Funding. The City believes that increased funding is needed for
transportation systems.
10. Phosphorus in Fertilizer.
Mayor Tierney declared the meeting adjourned at 8:10 p.m.
