HomeMy WebLinkAboutCity Council Minutes 12-04-2003 SpecialAdopted Minutes Special Council Meeting December 4, 2003 Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 3:10 p.m. in the Public Safety Training Room, 3400 Plymouth Boulevard, on December 4, 2003. COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Bildsoe, Black, and Stein. ABSENT: Councilmembers Slavik and Neset. STAFF PRESENT: Interim City Manager Ahrens, Finance Director Hahn, Park and Recreation Director Blank, Community Development Director Hurlburt, Property Management Coordinator Jones, and Lieutenant Webb. BKV Architects presented conceptual plans and cost ranges for the public safety building expansion project and possible City Hall entrance addition. Councilmembers indicated their support of the conceptual plan which had the following costs: Public Safety expansion-- $7,330,500; City Hall entrance -- $3,488,660, for a total project cost of an estimated $10,819,160. Finance Director Hahn explained possible financing for the project. The City has approximately $3.5 million identified for the project, and the remainder would be bonded. The Council briefly discussed options of using a Construction Manager or an Owner's Representative on the project. Community Development Director Hurlburt said that good bidders are anticipated, which could serve in the General Contractor role; therefore, it would be desirable to have an Owner's Representative for this project. Proposals will be requested from Owner's Representatives and will be forwarded to the Council at a future meeting. Interim Manager Ahrens indicated that the conceptual plans and associated costs, along with more specific financing impact, will be presented at the December 16 Council meeting. Councilmember Black requested that an option for one two-story office addition to City Hall be included conceptually as an alternate for the Council to consider on December 16. Three addition areas were previously proposed and rejected, but several Councilmembers indicated they would like to know the cost of one addition prior to moving forward with the project. Staff was also requested to review space and storage needs, and to identify possible efficiencies that could be achieved within the City Hall building Adopted Minutes Special Council Meeting of December 4, 2003 Page 2 of 2 The meeting was adjourned at 4:20 p.m. andra R.
