HomeMy WebLinkAboutCity Council Minutes 02-04-2014 SpecialAdopted Minutes Special Council Meeting February 4, 2014 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on February 4, 2014. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Prom, and Bildsoe. ABSENT: Councilmembers Stein and Johnson. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Park and Recreation Director Evans, Recreation Manager Michaud, and City Clerk Engdahl. Hilde Performance Center Improvements and Veterans Memorial George Watson, from WSB and Associates, consultant for the Phase 2 Hilde Performance Center improvements and incorporation of a veterans memorial, illustrated preliminary designs and requested feedback from the Council. The Council made the comments/suggestions: Consider the inclusion of a water feature — as much for the sound as sight of water. Try to integrate any text or graphics a the service branch flagging rather than the larger monuments at the bases of the flags. The low fencing at the memorial should be reviewed as to its need and appropriateness. Perhaps it should be changed to a low wall that could double for additional seating. It was made clear that if this adds significant cost to the project that it was not a mandatory change. Paving within the memorial should be something other than pavers. A durable slip resistance surfacing should be installed. The detail in the pavement should not compete with the memorial or sculpture for interest. Park and Recreation Director Evans stated based on the comments/suggestions received this evening, staff and the consultant will come back with other design elements and options for the Council to review. Future Study Sessions No future study sessions were scheduled. However, by request of Councilmember Wosje, a Suburban Transit Authority update was added to the March 11 Study Session agenda, and the time of that meeting was changed to 5:30 p.m. Adopted Minutes 1 of 2 Special Meeting of February 4, 2014 Councilmember Willis stated if the Wayzata School District's referendum is approved on February 25, he suggested staff' discuss with the school district the joint powers agreements for gym space and impacts to playfields. City Manager Callister announced a legislative delegation will be touring the Plymouth Ice Center on February 21 at 10:00 a.m. and Councilmembers are encouraged to participate in this tour.
