Special Council Meeting
January 21, 2014
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on January 21, 2014.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Stein, Prom, Johnson, and
Bildsoe.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Community Development Director Juetten, Public
Works Director Cote, Administrative Services Director Fischer, Park and Recreation Director
Evans, Police Chief Goldstein, Fire Chief Kline, and City Clerk Engdahl.
Goal Setting
Staff discussed the 2014 goals for their respective departments. The following items the Council
requested be placed on the study session topic list:
Re-evaluate Comprehensive Plan update process
City's role in economic development and redevelopment
The Council made suggestions to the following areas:
Reevaluate communication methods to residents regarding snowplowing efforts. Council
noted that there has been a change of expectation from residents, especially the newer
residents. There are also many variables with equipment and operators.
Research application for bus riders so they can track the status of their busses, especially
if the busses are running late. Staff' indicated that they're in the process of researching
various applications and costs.
1-494 Dynamic Shoulder Proiect Noise Walls (5104E)
Public Works Director Cote stated MN/DOT is proposing to add a third lane on I-494 between
Highway 55 and I-94 beginning in 2014. The proposed lane addition will be a dynamic shoulder
that will only be open to traffic during congested periods of the day. As part of the project,
MN/DOT is proposing a number of noise walls to mitigate highway noise. One of the proposed
walls is located on the west side of 1-494 between 54th Avenue in the Reserve and County Road
47. "Affected receptors" are allowed to vote whether they want the noise walls as part of the

MN/DOT process. The City has a trail and emergency access road located in the vicinity of the
proposed wall. Since the trail is considered a park, MN/DOT considers the entire trail an
affected receptor. There are 45 total affected receptors along this wall, 33 of which are the trail
and emergency access road. Therefore, the City has the most votes on determining whether the
noise wall should be installed. Staff is requesting the Council indicate their support or non-
support for this wall. He stated currently, the non -City votes are no. Not voting on this item
would constitute a no vote.
After briefly discussing this item, the Council stated they wouldn't be submitting a vote on this
project.
