The proposed lane addition will be a dynamic shoulder that will only be open to traffic during congested periods of the day. As part of the project, MN/DOT is proposing a number of noise walls to mitigate highway noise. One of the proposed walls is located on the west side of 1-494 between 54th Avenue in the Reserve and County Road 47. "Affected receptors" are allowed to vote whether they want the noise walls as part of the Adopted Minutes 1 of 2 Special Meeting of January 21, 2014 MN/DOT process. The City has a trail and emergency access road located in the vicinity of the proposed wall. Since the trail is considered a park, MN/DOT considers the entire trail an affected receptor.
