HomeMy WebLinkAboutCity Council Minutes 09-30-2003 SpecialAdopted Minutes Special Council Meeting September 30, 2003 Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 5:40 p.m. in the Public Safety Training Room, 3400 Plymouth Boulevard, on September 30, 2003. COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Slavik, and Stein. Councilmembers Bildsoe and Black arrived at 6:00 p.m. ABSENT: Councilmember Neset. STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, Public Works Director Faulkner, Fire Chief Kline, Police Captain Goldstein, Community Development Director Hurlburt, Park and Recreation Director Blank, and Finance Director Hahn The City Council amended the agenda to provide that interviews of the search firms for the City Manager position would be moved to the end of the agenda. Proposed 2004 Budeet City Manager Johnson presented a budget memo that discussed timing options for hiring additional police officers in 2004. Motion was made by Councilmember Hewitt, seconded by Councilmember Stein, to prepare the final budget using Option 1, which moves up the hiring date of two of the four new officers from July 1, 2004 to March 1, 2004. Motion carried, four ayes. Manager Johnson noted that that the increased cost may be offset by fine revenues resulting from the purchase of new truck scales. Councilmember Slavik indicated her support for hiring a fifth officer in 2004 if possible. Manager Johnson presented an update on proposed street projects for 2004. He indicated that a segment of Kingsview Lane could be added to the 2004 Reconstruction Program within the originally proposed bond levy. Motion was made by Councilmember Slavik, seconded by Mayor Johnson, to add a segment of Kingsview Lane to the 2004 Street Reconstruction Program at a 30 percent assessment rate. Motion carried, four ayes. Councilmember Bildsoe arrived at 6:00 p.m. Adopted Council Minutes Special Meeting of May 20, 2003 Page 2 of 2 Set Study Sessions Motion was made by Mayor Johnson, seconded by Councilmember Slavik, to set a special council meeting to conduct board and commission interviews for December 1, immediately following the Truth in Taxation hearing. The Council reviewed and updated the pending study session topics list. They directed that an ordinance amending liquor license notification be added to a regular agenda for consideration. Motion was made by Councilmember Bildsoe, seconded by Mayor Johnson, that a summary of all flood damage claims be provided to the Council, along with the letter of denial from the City's insurer, LMCIT, and a description of the claims process. Motion carried, five ayes. Park Director Blank indicated that groups have inquired whether the City would consider allowing paid events at the Hilde Performance Center. He suggested that there would likely be two paid events per year, and the City could co-sponsor the events. Proceeds could be used to support the arts. The Council supported adding this concept to a future regular agenda. Councilmember Black arrived at the meeting. Update with City Manner The City Council conducted an update with the City Manager. Interview Search Firms The City Council conducted interviews with the firms of Springsted, Felling and Associates, The Brimeyer Group, and Personnel Decisions, in order to select a firm to conduct the City Manager search. Motion was made by Councilmember Black, seconded by Councilmember Hewitt, to select the firm of Personnel Decisions to conduct the City Manager search. Motion carried, six ayes.
