HomeMy WebLinkAboutCity Council Minutes 04-15-2003 BOEAdopted Minutes 2003 Board of Appeal and Equalization April 15, 2003 The meeting of the Plymouth City Council sitting as the 2003 Board of Appeal and Equalization was called to order by Mayor Johnson at 7:00 p.m. in the City Council Chambers, 3400 Plymouth Boulevard, on April 15, 2003. COUNCIL PRESENT: Mayor Johnson, Councilmembers Neset, Hewitt, Slavik, Stein, and Bildsoe. COUNCIL ABSENT: Councitmember Black STAFF PRESENT: City Manager Johnson, City Assessor Bye, Senior Appraiser Olsson, Commercial Appraiser Zent, Appraisers Kingsbury, Bowman, and Henderson, Assessment Technician Lokken, Temporary Appraiser Garcia, Community Development Director Hurlburt, Park and Recreation Director Blank, Assistant City Engineer Hagen, Lieutenant Franz, Finance Director Hahn, and City Clerk Paulson. City Assessor Bye reported the overall market value of the City increased by 8% in 2002, of which 3% was the result of new construction. The total market value of the City on January 2, 2003 was approximately $7.4 billion. She noted that out of approximately 2,400 building permits, 620 were for new homes. The average home's sale price in 2002 was $294,500. She illustrated sales of properties that occurred in 2002. She stated the City's overall residential ratio is at 95.3% for the 2003 assessment. She stated the following property owners requested consideration by letter or fax prior to this evening's meeting: 1. Jeffrey Pepski, 3630 Yuma Lane North (17-118-22-44-0030) 2. Jacek Wojtowicz, 14510 43'd Avenue North (16-118-22-11-0077) 5. Todd Palmberg, 12940 32nd Avenue North (22-118-22-14-0036) 6. Sudhir Singh, 16600 40' Avenue North (17-118-22-13-0119) 7. Greg Hoglund, 5635 Dunkirk Lane North (05-118-22-31-0003) 8. Jeffrey Schipull, 5553 Vinewood Lane North (03-118-22-43-0037) Adopted Board of Equalization Minutes April 15, 2002 Page 2 of 2 Francis Otto, 5475 Rosewood Lane (03-118-22-44-0045), stated that the City's portion of his taxes would be increasing $90. He stated his overall taxes have increased approximately 10%. He asked how new developments, such as the Reserve Development, affect the City's tax base. Mayor Johnson stated the Board of Equalization is only addressing valuations of property. She noted that there has been a shift for increasing residential taxes to some degree, as commercial property values in the City haven't increased. Therefore, residential properties are assuming a greater share of the tax burden. City Manager Johnson stated there is a formula for the determination of tax rates, as well as State limitations on how much the City can increase the tax levy. Mr. Otto stated his taxes increased approximately $1,500. He asked what the average tax rate is per household. Mr. Johnson replied he is unsure, however, he would be happy provide that information and meet with him if he so desires. Mayor Johnson discussed the loss of State Aid to the City, and how the City is trying to maintain the level of City services that residents expect with a very tight economy. Councilmember Bildsoe asked regarding sale prices of residential properties, how much has the average sale price increased the past two years. City Assessor Bye replied based on market sales, prices increased 10% in 2001 and 8% in 2002. Vladimir and Irina Davydov, 4585 Forestview Lane North (11-118-22-43-0082) submitted their written appeal to City staff. Theodore Dorenkamp and Pomy Ketema, 1300 Dunkirk Lane North (29-118-22-43-0095) stated they believe their assessed value is higher compared to property values of adjacent properties. Motion was made by Councilmember Bildsoe, and seconded by Councilmember Slavik to reconvene this meeting to April 29 at 7:00 12.m. With all members voting in favor, the motion carried. Mayor Johnson declared the meeting adjourned at 7:30 p.m. 8andra R. Paulson, City Clerk
