Special Council Meeting
January 16,2003
A Special Meeting of the Plymouth City Council was called to order by Mayor Johnson at 5:30
p.m. in the Council Chambers, 3400 Plymouth Boulevard, on January 16, 2003.
COUNCIL PRESENT: Mayor Johnson, Cotmcilmembers Neset, Slavik, Bildsoe, Stein, and
Black.
ABSENT: Hewitt.
STAFF PRESENT: City Manager Johnson, Public Works Director Faulkner, City Engineer
Quanbeck, Finance Director Hahn, and Deputy City Clerk Hoffman.
Oath of Office
Oath of Office was administered by Deputy City Clerk Hoffman to Karl Neset, At Large
Councilmember.
Schmidt Lake Road Bridge Construction and Street Improvements Proiect
Public Works Director Faulkner explained that the Capital Improvements Project would extend
Schmidt Lake Road from Holly Lane to Comstock Lane, including a bridge over the Canadian
Pacific railroad track. He said this would provide a street link to neighborhoods that have only
one outlet at present. The bid was over consultant estimates by 2.8%. He said the Capital
Improvements Program funds would be able to cover the City's portion of this project as well as
provide funding for other projects in the Plan.
Councilmember Black asked what impact lower State funds might have. Public Works Director
Faulkner reported that, based on communications with State officials, sufficient funds for the
project would be allocated by the end of the month.
City Manager Johnson reported that queries into scenarios "what if' all funds were cut, and staff
believes the projects in the CIP could all be completed, but with nothing beyond the current
project. He said most of the funding is constitutionally dedicated gas tax revenues, and that even
with delays from the State, funding would come through.
Motion was made by Councilmember Bildsoe, seconded by Councilmember Slavik, to award the
bid for the Schmidt Lake Road Bridee and Street Improvements Project to the Lunda
Construction Company (Res2003-181)_
Mayor Johnson asked what cost overruns may occur. City Engineer Quanbeck responded that
soil quality and material bidding conditions would be the primary cost overrun factors. He did
not anticipate any problems with soil under bridge construction site.

Mayor Johnson asked how the City might deal with possible delay problems with subcontractors
similar to those that occurred with the County Road 101 project. Director Faulkner responded
that bridge must be open by November 2003. Manager Johnson noted that it is not necessary to
wait for the relocation of utilities on this project, which attributed to delays with the County
Road 101 project.
Councilmember Bildsoe suggested that residents receive a notice of the contract award and a
project update telephone number.
Councilmember Black asked about the routes taken by dirt hauling trucks. Director Faulkner said
that some trucks would come in from the east, down Fernbrook Lane to Schmidt Lake Road if
there are weight restrictions. He said trucks are not banned from traveling on Vicksburg when
weight restrictions are off, but he anticipated the hauling companies might want some extra
financial compensation if they have to relocate the hauling route.
The motion passed unanimously in a voice vote.
There being no further discussion, Mayor Johnson adjourned the meeting at 5:53 p.m.
