HomeMy WebLinkAboutCity Council Minutes 12-08-2004 SpecialAdopted Minutes Special Council Meeting December 8, 2004 Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 5:13 p.m. in the Lunchroom of City Hall, 3400 Plymouth Boulevard, on December 8, 2004. COUNCIL PRESENT: Mayor Johnson, Councilmembers Hewitt, Bildsoe, and Black. ABSENT: Councilmembers Slavik, Neset and Stein. STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt, City Engineer Faulkner, Senior Planner Drill, and City Clerk Paulson. Discussion of County Road 47 and Taryn Hills Project Mayor Johnson welcomed Hennepin County Commissioner Steele, Hennepin County Engineer Jim Grube, Lundgren Bros., and residents of the Lake Camelot Development. She stated the purpose of today's meeting is to discuss opportunities to improve County Road 47 that would serve the proposed Taryn Hills development as well as the existing developments off of County Road 47. Community Development Director Hurlburt stated that staff has looked at alignments and grades in the long-term for County Road 47 once the City was approached by Lundgren Bros. on their proposed development. She noted that there is a temporary signal improvement in 2005 for the Vicksburg Lane and County Road 47 intersection. A traffic study was also completed in the Environmental Assessment Worksheet as part of the Taryn Hills project. County Road 47 would function as a two-lane with the Taryn Hills development; however, staff is reviewing improvements for the long-term. She stated that staff has been in discussion with the County staff regarding the possibility of the County turning County Road 47 over to the City, and the County would take over Peony Lane/Lawndale Lane into Maple Grove, which is proposed to be the future County Road 101. As part of this arrangement, the County would overlay County Road 47. Regarding the current Highway 101 north of Highway 55, the County would want to transfer the jurisdiction of that roadway to abutting cities. She noted that County Road 47 is not part of the State Aid system for the County, but this roadway is part of the City's State Aid system. Therefore, the County doesn't have the funds to upgrade County Road 47, and the City has very limited funding. In the meantime, the City would be reviewing minor modifications such as turning lanes that could be constructed in 2005 with the limited funds that are available. Everyone in attendance agreed that it would be prudent to make some type of improvement to County Road 47 if the Taryn Hills development is approved. Representatives of Lundgren Bros. illustrated improvements that could be made to County Road 47, and they answered questions from the Lake Camelot residents. Adopted Council Minutes Special Meeting of December 8, 2004 Page 2 of 2 Commissioner Steele stated that County Road 47 doesn't meet the definition of a County road, as it doesn't carry traffic from one city to another, so the County is definitely interested in working on some "swapping" arrangement with the City. She and Mayor Johnson requested the County and City staffs to discuss the "swapping," and City staff should review improvements that could be made to County Road 47 in the short term.
