Special Council Meeting
November 23, 2004
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in
the Lunchroom of City Hall, 3400 Plymouth Boulevard, on November 23, 2004.
COUNCIL PRESENT: Mayor Johnson, Councilmembers Neset, Hewitt, Bildsoe, Black, and
Slavik.
ABSENT: Councilmember Stein.
STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt, Finance
Director Hahn, Police Chief Goldstein, Park and Recreation Director Blank, Financial Analyst
Kohn, and City Clerk Paulson.
Financial Trend Report
Finance Director Hahn and Financial Analyst Kohn discussed the 2003 Financial Trend Report.
Councilmember Bildsoe stated salaries and benefits make up a large portion of the general fund,
but he would like to know where the costs of operation are increasing.
A discussion was held on the 2004 issue of the Financial Extra, and Financial Analyst Kohn
suggested that there be an article on the measure of inflation for 10 items in the General Fund.
Staff would also provide a year-to-year cost increase.
Councilmember Bildsoe requested that the Council receive copies of the Financial Trend Report
when they are working on the annual budget.

Mayor Johnson adjourned the meeting at 6:57
