Special Council Meeting
October 5, 2004
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 7:00 p.m. at
the Plymouth Community Center, 14800 34`x' Avenue North, on October 5, 2004.
COUNCIL PRESENT: Mayor Johnson, Councihnembers Black, Stein, Bildsoe, Slavik (arrived
at 7:15 p.m.), and Hewitt (arrived at 7:25 p.m.).
ABSENT: Councilmember Neset.
STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt, Park
and Recreation Director Blank, Public Works Director Faulkner, City Engineer Quanbeck,
Financial Analyst Kohn, Recycling Coordinator Vigoren, Water Resources Engineer Missaghi,
and City Clerk Paulson.
Medicine Lake Water Quality Town Meetine
Mayor Johnson welcomed everyone, and she stated the purpose of this meeting is to update
residents around and near Medicine Lake on efforts undertaken by the City to improve water
quality of Medicine Lake.
Councilmember Black made a presentation on the City's Water Resources Management Plan that
was adopted by the Council in August 2000. She discussed the goals of the plan, the plan for
Medicine Lake, the Aquatic Vegetation Management Plan, and the Second Generation Plan.
Councilmember Stein discussed the funding for water quality efforts.
John Barten, from Three Rivers Park District, reported on the levels of phosphorous and curly
leaf pondweed in Medicine Lake.
Recycling Coordinator Vigoren highlighted the City wide efforts as well as the watershed, in -
lake, and new efforts to protect the water quality of Medicine Lake.
After the above presentations, Councilmember Stein led a question and answer period.
Mayor Johnson thanked everyone for attending the meeting.
