HomeMy WebLinkAboutCity Council Minutes 09-28-2004 SpecialAdopted Minutes Special Council Meeting September 28, 2004 Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Lunchroom, 3400 Plymouth Boulevard, on September 28, 2004. COUNCIL PRESENT: Mayor Johnson, Councilmembers Slavik, Stein, Neset, Bildsoc, Black arrived at 5:15 p.m.), and Hewitt (arrived at 5:25 p.m.). ABSENT: None. STAFF PRESENT: City Manager Ahrens, Public Works Director Faulkner, Finance Director Hahn, Financial Analyst Kohn, Civil Engineer Renneberg, and City Clerk Paulson. Long -Term Road Reconstruction and Financin Public Works Director Faulkner and Civil Engineer Renneberg gave a presentation on the City's reconstruction program (how streets are rated, and how many miles of roadway are reconstructed per year). Financial Analyst Kohn provided an overview on how the program is funded. It was noted that up until this past year when the City issued bonds, the City used a "pay-as-you-go" option. A great amount of discussion was held on the need to reconstruct more streets per year, but there is the concern on the funding options when there are other unknown factors such as levy limits that could affect that. Councilmember Bildsoe suggested that these concerns be shared with the legislative delegation at their joint meeting on September 29. Residents from the Hemlock Lane area discussed a previous street reconstruction project in their area that wasn't completed to their satisfaction. They requested that the "entering the City of Plymouth" sign be put back up. Motion was made by Mayor Johnson, and seconded by Councilmember Hewitt, to direct staff to nut the sign back up. With all members voting in favor, the motion carried. Mayor Johnson suggested that Councilmember Black arrange a meeting with the Hemlock Lane residents to discuss their other concerns. A resident asked when Peony Lane to Troy Lane would be extended into Maple Grove. Mayor Johnson replied that section would be reviewed when the City's Comprehensive Plan is updated in a few years. Set Future Study Sessions Since there wasn't adequate time, the Council stated this item would be added to the Regular Council meeting's agenda this evening.
