MOTION was made by Councilmember Helliwell, seconded by Counci lmember Tierney, to establish the following 1992 Estimated Market Values as recommended by staff: 1. John Rapson, 14405 44th Avenue North (16-118-22-11-0033) - Reduce from $173,200 to $167,000; 2. Douglas B. Farrow, 700 Olive Lane North (31-118-22-14-0039) - Reduce from $298,000 to $281,100; 3. Rueben Barau. 974 Yuma Lane North (32-118-22-11-0156) - Make change In value of $70,200; 4. James Domoracki, 5265 Lanewood Lane North (16-118-22-13- 0053) - Make no change in value of $2070000; 5. Dale Jacobson, 12200 60th Aranue North (02-118-22-24-0022) - Reduce from $130, 800 to $128,000; 6. Jerrey Mass, 4355 Weston Lyne North (17-118-22-11-0012) - Make no change in value of -t290,800; 7. Boyer Palmer, Vacant Land (01-118-22-13-0002) (02-118-22-13-- 0003) (02-118-22-13-0009) (02-118-22-21-OC42) - Make no change in values of $30,000; $35,000; $35,000; and $52,000 respectively; S. Robert Korsmo, 10801 South Shore Drive (36-118-22-22-0008) - Make no change in value of $28,000, 11. Bill Thielen, 12505 46th Avenue North (11-118-22-33-0050) - Reduce from $174,400 to $165,600. Motion carried on a roll call vote, four ayes; no nays. Gerald W. Grabowski, 5660 Pineview Lane North, (02-118-22-32- 0018), requested that his value be lowered to no greater than 400,000. He explained he is in the process of appealing his 1991 valuation and asked why the City refuses to use the valuation provided by his independent appraiser. Plymouth Board of Review - Reconvened April 30, 1992 Page 3 Assessor Hovet stated that Mr. Grabowski has failed to provide the City with appraisal information from an independent appraiser. Mr. Grabowski showed a home listed in the 1991 Parade of homes for $498,000 and assessed at $350,000 as a comparable home. He stated that in 1991, the County lowered his value to $315,000 and he requested that this value be maintained for 1992. Councilmember Helliwell asked if the home noted as an example is lakeshore property. Mr. Grabowski stated no; but the home has better features than his. Assessor Hovet stated $315,000 is the structural value only. The estimated land value of $135,000 brings the total estimated market value to $450,000 as proposed. Fie explained that Mr. Grabowski has appealed this value to tax court. He stated that staff would recommend that the 1992 value remain at the 1991 value, as established by the court. MOTION was made by Councilmember Helliwell, seconded by Councilmember Edson, to establish the 1992 estimated market value of parcel 01-118-22-32-0018 in an amount identical to the 1991 estimated market value to be established by the tax court. The Council clarified that if the tax court lowers the value for 1991, the 1992 value would also be lowered. However, if the court increases the value, the 1992 value would be increased. Mr. Grabowski concurred that this approach was fnir. Assessor Hovet stated that when tho tax court ruling is received, staff will amend the 1992 value to be identical with the 1991 value established by the courts. Mr. Grabowski will not have to request the change. Motion carried on a roll call vote, four ayes; no nays. Mrs. Richard Hatfield, 2524 West Medicine Lake Drive, (26-118-22- 12-0019), stated that the increase in valuation from $123,000 to 140,800 from 1991 to 1992 is not justified. The lot size is 40' on the ends, but narrows to 30' in the middle. The home has three bedrooms, one of which is unfinished. She stated the home was constructed for $50 per square foot; however, it is assessed at over $100 per square foot. The topography of the property results in a very steep driveway grade of 25 percent. Because of the narrow lot width, a vehicle cannot turn around on the property. Mrs. Hatfield stated they sold the identical adjacent lot. it was listed at $115,000 and sold for $90,000 after several months. Plymouth Board of Review - Reconvened April 30, 1992 Page 4 Assessor Hovet rotated the home on the adjacent property is not comparable in age or design to the Hatfield home. MOTION was made by Mayor Bergman, seconded by Councilmember Tierney, to reduce the 1992 estimated market value from $140,800 to $134,800. Mayor Bergman explained that this value results from adding the value of the garage addition and the approximate 10 percent increase in land value for lakeshore properties to Cho 1991 valuation. Motion carried on a roll call vote, four ayes; no nays. The 1992 Board of Review meeting was adjourned at 7:35 p.m. 0 0
