RECONVENED BUDGET HEARING
December 10, 1991
A meeting of the Plymouth City Council was called
to order by Mayor Bergman at 7:06 p.m. in the
Council Chambers of the City Center, 3400
Plymouth Blvd., on December 10, 1991.
P?ESENT: Mayor Bergman, Councilmembers Helliwell
and vasiliou
ABSENT: Councilmember Ricker
STAFF PRESENT: City Manager Willis, Assistant
Manager Boyles, Community Development Director
Dillerud, Finance Director Hahn, and City Clerk
Rauenhorst
Mayor Bergman reconvened the public hearing on
the 1992 City Budgets at 7:06 p.m.
Mary Meyers, 11515 47th Avenue North, presented a
petition from parents of Independent School
District 281 students. The petition requested
that the City fund a police liaison officer at
Armstrong High School and the Plymouth Middle
School. She stated a liaison officer would have
a positive influence at Armstrong High School and
would be an extension of the D.A.R.E. Program and
possibly teach self-defense courses.
Ms. Meyers stated that many other cities
partially or fully fund school liaison officers.
She cited Eden Prairie, Hopkins, Minnetonka,
Brooklyn Park, Maple Grove and New Hope as
examples.
Mayor Bergman steced that the Council is waiting
for a clarification from the School District 281
Superintendent on what the liaison officer would
do. There is no money specifically budgeted for
a liaison officer in 1992. if the Council chose
to participate in such a program during 19921 the
source of funds possibly could be from the
General Fund Contingency Fund.

Co•.mcilmember Vasiliou stated the JAJJ= and
other sources have documented very unflattering
comments made by the School District about the
City of Plymouth. She suggested that this
program, and the D.A.R.E. Program which the City
is currently funding 100 percent, should be
jointly discussed.
No one else appeared for the hearing, and the
hearing was closed at 7:13 p.m.
MOTION was made by Councilmember Hel Well,
seconded by Councilmember Vasiliou, to adopt
RESOLUTION NO. 91-787 ADOPTING 1992 BUDGETS.
Motion carried on a roll call vote, three ayes.
MOTION was made by Councilmember Helliwell,
seconded by Councilmember Vasiliou, to adopt
RESOLUTION NO. 91-788 PROPERTY TAX LEVIES FOR
TAXES PAYABLE IN 1992.
Motion carried on a roll call vete, three ayes.
The meeting was adjourned at 7:14 p.m.
