SPECIAL COUNCIL MEETING
FEBRUARY 19, 1991
A special meeting of the Plymouth City Council
was held in tl•e Council Chambers of the City
Center, 3400 F lymouth Blvd., on February 19,
1991.
PRESENT: May.,r Bergman, Councilmember Vasiliou
ABSENT: Co :zc ilmembers Helliwell, Ricker, Zitur
STAFF PRESENT: City Manager Willis,, Assistant
City Manager Boyles, Public Works Director Moore,
City Attorney Thomson, and City Clerk Rauenhorst
Prior to the meeting being called to order, Mayor
Bergman stai:ed that he had personally delivered
notice of thle special meeting to each
Councilmem,ber pursuant to the City Code notice
requirement. He stated that he also received
return phone calla from the three absent
Councilmw hers that they could not attend.
Mayor Bergman dizected that the City Attorney
research Minnesota Statutes 412.1911, Subd. 2,
which indicates that Councilmembera can be
compelled to attend meetings. He directed that
the City Attorney, it it legally carr be done,
subpoena the three absent Councilmembers to
attend the February 25 Council meeting as
originally scheduled due to the importance of
considering the matter of threatened litigation
by the League of Plymouth Voters.
Mayor Bergman called the meeting to order at 8:06
a.m. A brief discusaion was held on whether the
requirements of the Open Meeting Law had boon met
regarding public notice. Attorney Thomson stated
that that is a moot point since a quorum is not
present. He stated that because there is not a
quorum, the Council cannot conduct bue_neae, and
recommended that the meeting be adjourned.
Mayor Bergman adjourned the meeting 8:07 a. m.
