Special Council Meeting
September 7, 2004
Mayor Johnson called a Special Meeting of the Plymouth City Council to order at 7:05
p.m. in the lower level of City Hall, 3400 Plymouth Boulevard, on September 7, 2004.
COUNCIL PRESENT: Mayor Johnson, Councihnembers Bildsoe, Hewitt, Slavik, Stein,
and Neset.
ABSENT: Black.
STAFF PRESENT: City Manager Ahrens, Community Development Director Hurlburt,
Public Works Director Faulkner, Finance Director Hahn, Park and Recreation Director
Blank, Police Chief Goldstein, Fire Chief Kline, Public Services Manager Qvale, and
Deputy City Clerk Hoffman.
City Manager Ahrens reported that staff has responded to requests from the Council to
report on the City's woodchips and compost programs, and whether an additional officer
should be included in the 2005 budget.
Police Officer Position
Staff submitted a report with three options to fund an additional police officer position in
2005. These were: option 1) — increase fines and forfeitures; Option 2) — increase salary
vacancy amounts; and Option 3) — increase taxes.
Councilmember Bildsoe thanked staff for efforts to find funds for an additional officer
position. He expressed interest in options 1 and 2, using revenues from fines and
forfeitures, as well as increasing salary vacancies.
Councilmember Stein stated that he would like to wait a year or six months to see what
effect the four police officers added in 2004 will have before adding another position.
Councilmember Neset supported the effort to reduce the officer to resident ratio.
Councilmember Stein said he would like to wait and see what effect the recent hirings in
the department will have on enforcement.
Councilmember Hewitt said she struggled with using the salary vacancy funds and the
fines and forfeitures funds. She acknowledged a need to add the staff, but was concerned
if those levels of revenue don't hold up each year.
Motion was made by Mayor Johnson, seconded by Councilmember Hewitt, to direct staff
to add a another officer to the 2005 budget beginning in June, using a combination of
funding from fines and forfeitures and from salary vacancies on the staff.

Motion was made by Councilmember Bildsoe, seconded by Councilmember Slavik, to
amend the original motion to adopt a hire date of January.
With Councilmembers Hewitt and Stein voting no, and all others yes, the motion to
amend passed.
With all members voting in favor, the amended main motion passed.
Capital Improvements Proeram, 2005-2009
Councilmembers reviewed the Capital Improvements Program for budget years 2005-
2009.
Financial Analyst Kohn stated that staff is taking a different approach this year in
presenting the Capital Improvements Program. He said that previously the process
involved a discussion and review by departments, followed by approval by the Planning
Commission before going to the City Council. He said this year the Council would
review it and make any changes before it goes to the Planning Commission.
Councilmembers complimented staff on the work and the process.
Community Development Director Hurlburt reported that the Planning Commission
would conduct a public hearing on October 6, so that proposal could come back to the
full City Council in November or December.
Councilmembers agreed to place it on the same agenda as the full budget adoption in
December.
Future Study Sessions
Motion was made by Councilmember Bildsoe, seconded by Councilmember Hewitt to
hold a special neighborhood meeting on October 5 with residents surrounding Medicine
Lake as well as members of the Association of Medicine Lake Area Citizens (AMLAQ,
representatives of the Bassett Creek Watershed Management Commission, the City of
Medicine Lake, and the Three Rivers Park District. The motion passed in a unanimous
voice vote.
