REGULAR COUNCIL HEFTING
December S. 1988
The regular meetinq of the Plymouth City Couvie!l was called to
order by Mayor Schneider at 7:30 p.m. to the City Council
Chambers of the City Center at 3400 Plymouth Boulevard on
December S, 1988
PRESENT: Mayor Schneider, Councilmembers Vasillou and Sisk.
City Manager Willts, Planning i)trector Tremere, Public
Works Director Moore, Park Director Rldnk, City

AMENT: Councilmembers Ricker and titer were dttendinq the
National League of Cities Meeting,
Mayor Schneider announced that a Special Primary flection will
be held on Tuesday, De^ember 6, for the DistrIet 48 Senate seat
vacated by Tad Jude. This election will of°Cft C:ty of Plymouth
precincts 1. 2, 11, 12, 15, and 16. The Special raenerdl
Election is scheduled for December 20, 19A9,

Manager Willis reported on two areas of concern relatlnq to the
Fire Station III project, The State Rulldinq Code m yislon !n
review of the plans determined that a fire -rated co -r idor Is
necessary off the basement and second levels of the bulldinq.
The redesigned wall Is being installed on the first level of the
bulldinq. The architect has been asked to itte:mpt to find
deducts In an equal amount on the project. The contractor has
also requested a substantial increase because of alleged project
delays. The contractor and architect have been asked to
substantiate this request.
The Council questioned why the architect did not know that this
type of fire -rated corridor was necessary, part lculdv• ly since
the architect wA s chosen because of previous fire station
design exper!ence.
Manager Willis stated Oat there is a difference of opinlon
between the City and state Building Code ()ivlsi(-%n regardinq the
Interpretation of the code relative to when a cc rrldur becomes
an entryway. There is also the question of whether the stdte
had authority to require plan review by them for a fire station.
Attorney Thomson stated that d statcite amendrent was adopted lit
the last legislative session and It is his opinion that the
state Rutldinq Official did oeot have authority to regt•ire state
review of the plans. He is dttemptlnq to resolve thli• question
with the State.

The Council received a report on Board and Comission attendance
for the past year. Councilmember Sisk stated concern as to lack
of meetino attendance by some Board and Commissior, members.

3anuary. Cotincitmember Yastllou stated that contributions mate
at the meetings also needs to he considered.
