SPECIAL COUNCIL MEETING
SEPTEMBER 139 '1988
A special meeting of the Plymouth City Council was called to
order by Mayor Schneider at 7:30 p.m. in the City Council
Chambers of the City Center at 3400 Plymouth Boulevard on
September 13, 1988.
PRESENT: Mayor Schneider, Councilmembers Vasiliou. 71tur,
Ricker. Councilmember Sisk arrived at 8:15.

Also present were City Manager Willis, Assistant City
Manager Boyles, Planning Director Tremere, Public
Works Director Roore, and City Attorney Thomson
PRESENTATIONS
Mayor Schnuider presented a $300 check to Steven and Patricia
Reynolds for the "That's Not Trash, It's Cash" Contest.
Councilmembers selected aduresses for the October program.
Councilmember Vasiliou advised

PUBLIC HEARINGS
City Maitoer Willis summarized the proposed 1989-90 budgets.

Fund b:..lge - reflecting the addition of seven employees and
requiri ig a general fend levy of 55,950,nnn. He stated that a
major levy ttem is ^8no,000 for infrostruc.ti:re replacement.
Using mt l l. je l erms the '1989 budqet w i, i l require 15.59 mills
versus the 1988 requirement of 16.65. The reduction is due t:)
state aid increases.

The Maneger also reviewed the proposed Recreatiun, Furestry,
HRA, hater, Sanitary Sewer, and Capital Equipment Rudgets,
Ma! -or Schneider opened the p.ralic hearing at 8:15 p.m.
Councilmember Sisk joined the meeting at 8:15 p.m.
Robert Carlson, 10530 33rd Avenue North, representing PRISM
d,%scribed the mission of the organization. He stated that their
services were valued at 5411,000. Twenty-five percent of those
services are received by Plyok-tuth residents. Volunteers are
heavily used to carry out the organization's mission. HF stated
that to deliver the $12,000 worth of services attributable to
Plymouth will require a $4,000 from the City in 1989. This is
do ae+reent simii.tr to) that requested from Golden Valley, New
Hope, and Robioisdile. also served by this nryanitation.
Don Vessey, 4425 Jonquil e_ane, stated that the Youth Baseball
Program involves 600 kids in Plymouth. An additional $5 user
fee would cost the volunteer association $3,000 additional. He
believes the users' fee could create a conflict with New Hope
residents who are already payinq nun -resident fees.
Participation would decrease and the viability of the program
would be in question. He would rather see adu: activatips such
as softball hick up the user fee amounts since they are the
primary user of City facilites.
Manager Willis cairified that the reasan for invitinq athletic

Wordbecle, Chairperson of the: Huard. "his yPar's request is
based un d 20¢ per capita assessment assuming the 1987
population of 43,834. West Hee%nepin has facilitated the
delivery of $920000 of services to Pl finolith rpaidents. Fight
thousand volunteer hours have keen donated durinq the last
year. In additiun to some direct service lelivery, they
advocate for various, ser%ices. He encourdged the Council to
coeitinue its support of the Board.
Ren Withhart, Senior Community Services. ,t %ted that hi s
orgaeeitatioee receives $4,680 from thre United Way. They provide a
bruad variety of service's 4o senior citireies in the area.

Mr. Withhart stated th it there is a greet deal of collaboration
rather than conflict between the groups.
Don Fraley, 1469 Larch Lane, stated that the West Suburban
Mediation Center provides a dispute resolution process outside
of the court system. The service provides an additional
neighborhood resource and i3 particularly effective with
Juveniles. They ha••e experienced a 50% increase in caseload and
ire requesting a $2,500 support from the City for the coming
year.
Carol Reach, 325 Merrimac Lane, expressed concern about the
proposed user's Tees on behalf of Plymouth Athletic
Association. This 500 player soccer association has 89% of its
members from the Plymouth area. In light of the rising cost of
amateur athletics, it would be highly improper to hay. -b user fees
added on. This organization uses only one-third of the Plymouth
fields,
Karen Rahlberg, vepresenting the Wayzata Plymouth Chemical
4ealth Commission, stated they are askinq for a total of $1,000
for 1989. This amounts to a carry-over of $1,000 from 1949 plees
an additional $1,000 for 1989. Their intent is to sponsor a
gra;%sroots" conference (luring this next summer.
Shelly Stuart, representing the Animal Humaeie Society, stated
that the sonlety saves taxpdvers money by pruvidinq services
whl+ih would otherwise be a municipal resp )nsthility. in the
last rear 8;7 Plymouth school students have been served by the
sociAty. 63? animals have been recel.ed from Plymouth
residents. the total value t,,r ;,"rvices provided to Plymoeith Is

sources similar to other human service agencies.
Dana Sorensen, ;601 4?nd V-erue North, representinq the
Northwest YMCA Detached Worker Program, stated that 46 Plymouth
residents have been served by the program in the last ye•ir. He
Introduced Youth Services Workers who were present. His program
provide; 24-hour service for hard to reach youth in the
community. One-on-o ee counseling and productive activities are
encou ra4rd. The average client's aqe is 15.
Patty Wilder, Northwest Hennepin Human Services Counct 1, stated
that they are requesting 10e per capita haled on the City's 1997
population. The ticlard provides both dirt: -M and indirect
services. Part of their cffort:3 are to reduce dteplteatton in
the human service area. One means of doincl this is thrneegh

Ronald Goltz, 17615 9th Avenue North, sf:ated that the church ivas
yruwrt beyond any original comprehensioli. He cited berminq end
sodding which was to have been installed but never took place;
he showed a set of plaA3 that represented his contention. He
showed pictures of weeds behind his property and the fact that
oftentimes there are cars in the street when there are empty
parking stalls within the parking lot.
Courrciimember Sisk asked what the City's ratio was for sanctuary
capacity ..rsus uff••strett parkinq. He asked whethtr the
classroom capacity was also factored into that number.
Plarrrrer Tremere stated that the City Code contemplated vire space

City Attorney Thomson stated that the ordinance sets forth
criteria for conditional use permits. The Planninq, COmmisslon
felt that the church had not met these criteria. He suggPstrd
that the items could be deferred and should be to a date certain
with the applicant's consent if possible. Neighhorhood
uppos tion is rot in itself d basis for denial. lnstedd the
Council must determine how working with the neighbors will he
responsive to the ordinance criteria.
Michael Margulies, 4200 19S Center, stated that the petittuner
is willing to defer the item but that they cannot wait for
unanimity of the neighborhood as the individual needs are
comnurtly contradictory to one another. What really has t« ht'
addressed is the C.U.P. criteria. The church would be willirtu

Mayor Schneider stated that he is concerned with the number of
aC.cess points on this major public road. Mayor Schneider
clarified that the individual site plans will have to stand on

Development Plan.
Planner Tremere advised the City Council that if they desired tc
