The reconvened sleeting of the Plyaauth City Council, sltttnq as the Board of
Review, was reconvened by Mayor Schneider at 7:30 p.m. in the Council Chambers of
the City Center at 3400 Plymouth Boultvard on May 24, 1995.
PRESENT: Mayor Schneider, Counei lmembers 7itur, and Ricker, city
Manager Willis, City Assessor Hovet, Appraisers 9%de, toy, and Matiderer,
Finance Divector Kihn, and City Clerk Brdodt

BOARD Of REVIEW
Mayor Schneider stated the purpose of the meeting was to review the ASSessinq
Division's recamwrndatlons upon reappraisal of properties whose estimdted 1999
walue was appealed at the public hearing on May 10, 1989.
Assassor Hovet stated there are letters of objection In addltian to those who
appeared in person at the May 10 Board of Review.
Mayor Schneider pointed out that the Council had the authority to e4ange the
ewrket value assigned to a property.

T+ig because of the amount of repals•s needed and the situation next door.
Assessor Hovet stated the comparables In the neighbori+od exceed Mr. Sentman's
original markel. value of $91,500. The recommended reduction takes into account
the need fur repairs.
MOTION was made by Councilmember Ricker, seconded by Cooncllmembe.r tltur, to
accept the 05,700 market evaluation.
Mrtlon carried, three ayes.
Richard Me er, 14515 45th Place, stateJ that some of the comparables were by other
builders w Zch have higher ratings. He believes the ratings are too subjective.
MOTION was made by Councllmember Zltur, seconded by Counctlmember Ricker, to
accept the $198,500 market evaluation.
Motion carried, three ayes.
Deannaa LeVaault, Peppermint Fence presrhool, stated there are other businesses

WHIGA was made by Mayor Schnolder, seconded by CounclImember Ricker, directlnq
staff to contact all churches, prior to January 2, 1989, to determine whether they
are renting space to other businesses and for what purposes.
Motion carried, three ayes.
Martina Eschen_burp, 410:, Minnesota lane, stated the house across the stroet is
valuedat $16391 and It !s exactly they same as her honk which Is valued at

Mayor Schneider pointed nut that Mrs. Eschenburg's home Is a walkout which would

MOTION was made by Counclleember Itur, seconded by Mayo, Schneider, to accept the
S148,300 market evaluatlon.

to redioe the market evaluation to S166,)00.
Mayor Schneider stated he still believes thll+ we'kout is more valuable but
shouldn't dccount for a $5,000 difference.
Mstlon crirrled, two ayes. Counctlmember Zitur voted nay.
Pegery Eifert, 4065 Goldenrod Lane, stated she feels the revised evaluation of
3;_ , s stall tow high compared with the other homes ,n the neighborhood. She
bC!1eve3 purchase price should be considered as she paid less for her home than
anyone else though her value is higher.
Councitmember Ricker asked why the comparables were all two stories when the
appratser stated Mrs. Wert's home was a ,.ptit level.
Assessor Novet stated this home is not a true two 4tory nor a split; it is unique.

Norris Goldstein, 2710 Hemlock lane, stated his house has the hlslhetit value In the

Councllmeember Ricker stated he believes the staff decision is correct and, it the
realtor suggests an asking sale price which is close to he market evaluat:oo,
Mr. Franz will agree with Vie City's value.
