It is proposed for 1991 at a cost of 8.5 million dollars. It will align on the existing road for the most part. Bob Roscoe, Strgar.Roscoe-Fausch, consultant for the County, ae.'scribed the project, how it will be staged, the proposed alignment, and how they plan to accommodate homeowners who pre- sently have access to VeR. 10. 3erry KK3u , 11805 Bass Lake Road, asked about the grade from M driveway to the proposed road. Mr. Roscoe stated that the access was being roved because of the incline and Bass Lake Road would be flattened somewhat. A berm will be constructed between the road and homes. Susan Erickson, 1'300 60th Ave., askRd why alignment dips south at the C.R. T aG 41 C.R. 61 intersection. Mr. Roscoe tolt.%ted they already held this right-of-way and added they would not take any more than that. The land between the road snd the line m-arked cunstruction limit will be graded to allow for snow storage. Paul Sveitsson, 11745 11uss Lake Road, asked if the road will bu flattened at the interc.ection of C.R. 10 ~nd the service road. Mr. Roscoe stated the elevation would be the same. Leo Wasesrha, 12210 60th Eve., asked why the alignment of the nt-ersect on of C.R. 61 and C.R. 10 dipped to the south. Mr. Roscoe ai:swered that they followed the existinq road and this alignment does work from a design standpoint. Mayor Sc:hnelder stated that, before surrounding property was developed, the County and City agreed to the allgament of Bass Lake Road. As the prnperty developed to the south and north, land was dedicated to the City to accommodate this alignment. To (%hange now could mckrcn very expensive costs to acquire the kard. However, there are no final plats appr!;ved for all of the land to the north. The County will be discussing an easRment for construc- tion with Mr. Wasesctea,, Mr. Polaczyk stated the County policy is to discuss compensation for destruction of mature trees with property owners. If agree- ment cannot be reached, condemnation would be undertaken. Director !bore a tplained ;low speed limits were set, Larry Derks, 11705 Bass Lake Road, urged the Council to look at t e entrance to C.R. 10 from the cul-de-sac south of Hemlock Lane and to change the access to C.R. 10 from Deerwood Lane. Rich Plerret, 12220 60th Ave., stated his concern that his back- yard woo d lose sumo large trees, that the f c ice would not be high enough to screen noise, and that the speed IWit would be too high. Dale 3acob3oii, 12200 60th Ave.. asked why the City let the pro- perty develop dhen thr, knew the road would be widened, how much land would he left between his property and the road, how he would be compensated for his trees and property, and how his property would drain. Ina Sickels, 12335 Bass Lake Road; asked if there would be a waking brldqe across C.R. 10 to the mall. Mr. Ro3noe answered that :here is no provision for an overpass but there will be a pedestrian phase at the signal oil C.R. 61. L__a__r__ryy Eastman, 12720 Bass Lake Road, asked if the road would be cio3rd during construction. Kir. Roscoe answered that the read in front of the mall is al- reddy four lanes and the access should be open to C.R. 61 and 1e freeway. It is expected that the construction will be a two year project end part of the road will always be open. Donna Sa dray, 5905 Goldenrod Lane, asked about making Hemlock ane a cu.,- a -sac. Mr. Roscoe answered that the median on C.R, 10 at Hemlock Lane would keep traffic from using this as a shortcut. The County will need another 25 to 30 ft. behind her property. If hitr fence: is moved, they will repldee it. Mayor Schneider stated the residents can write to him or the City Manager, before March 70 if they have further commeitts. Mr. Plerret asked about drainage. al r.. Special Council Meeting February 22, 1988 Page 50 Mr. Roscoe answered that there would probably be a culvert to drain his backyard. Mr. Derks asked if there would be any special assessments. Managar Willis answered that curb and gutter may be assessed and Possibly the storax drainage system. Director Moore stated, if the County installs a new road, there is a cost to the City which a part may be assessed. The current cost for curb dnd gutter Is approximately $8.00 per runninq foot. Mayor Schneider stated all the residents' concerns will be con- sidered but he could not guarantee any changes would take place. Director Moore suggested deferring acceptance of the layout un - 0.1 the March 7 meeting to allow time to discuss comments made tonlght with the County.
