PUBLIC HEARING Mdndyer Willis stated the public hearing is to consider the loctitic,n dnd design for the C.R. 6/1-494 Interchange, U[rector Moore read d statement for the record on the hearing procedures. Rcln CeerdLs, Strgdr-Roscoe -1 auseh, Inc. , project engineer, expl4ilned the process by which the lnterchdnge access will he approved dnd the scope of the project. Most of the right-of-way ti eeded i the lndustridl area has beer obtdlned by the City but not in the resident[dl area. Construction is scheduled to begin In the summer of 1988 d id continue into the late fall of 1990. Mdyor Schneider opened the public hedrii y at 7:49 p.m. LeRoy Re, 14411 C.R. 6, asked about the projected traffic on 6 Mr. Gerdes answered that It wLIL be In the neighborhood of 20,000-30,000 per day. Mr. Reinke stdted the right-of-way required would put C.R. 6 within 30-40 ft. of his front door and take dll his trees. There Is d drop of dpproxlmdtely 4 ft. from the rodd to his gdrdge. Once construction Is finished, It would ledve d very steep grade. With sdlt from the rodd being plowed Into the smdil frontydrd, it will be Impossible to grow grass. He would prefer if his whole house would be taken. Mdyor Schneider stdted that may be part of the negotidtions. Ken Neutgens, 14407 C.R. 61, stdted he would also lose his evergreens dnd leave d too steep grdde to his gdrdge. He would disci prefer if the City took his house. Mdyor Schneider reminded Mr. Neutyens that this is not a ftndl design but is probably close to what will fInd Ily tv constructed. PETITIONS, REQUESTS ANIS COMMUNICATIONS Dick Piufkd, Planning Commis9loner dnd chdlr of the buildlnq desthetics task force, st,)ted their task was to look at aesthetics as d result of some discussions at the Pldnnlnq Commisslon and Council. They believe there ought to be heightened dwdreness of how d building will fit Into the gurroundings. The Pidnninq Commission endorsed this and recummended the Council adopt It as well. Councilmember Sisk asked why the task force didn't recommend more specific standdrds. Mr. Plufkd dn..wered that they didn't find that any city tndt had daopted this resulted In d better looklny community. Flymouth Is looking for Innovdtion which would be limited by specific stand.r63 and the review process would become too time c;onsum 1 ng . CouncLlmember Crdin stdted his concern with the lack of specific standards. He believes this leaves the City with a much more subjective process which Is susceptible to time delay while the CuuncL 1, Planning Commission, or staff debate ds to a pldr's accrptdbi l ity . Mr. Plufkd stated they dre recommending guldeilnes which will be applled but will not stop the process. In the event something doesn't meet the guidelines, the developer would have the right to yo un to the Pldnning Commission or Council to get their opinion. The key item I$ the City's commitment to a policy of heightened awareness of the need and desire to be attentive to exterior destheties. Ulrectur Tremere stated the task force also felt It was difficult to adopt specific stdndards without boxing themselves Into problems when developers asked for vdridnces from them.
