A regular meeting of the Plymouth City Council was called to or-
der by Mayor Schneider at 7:30 p.m. In the City Council Chambers
of the City Center at 3400 Plymouth Boulevard on July 6, 1987.

Director Moore stdted the only notice required is a publlcatlon
of the hearing, which was done. The property owner, Ed Heins,
hds requested d portion of the property be vdc4ted which at
present is a gravel road servinq his property only. A develop-
ment is being propised which will Include this land and have
dc•cess from Annap+,lis Circle. The vdCdtion will not take effect
until the property s platted and that plat 15 approved by they
Council.

Only the severest weather could possibly Interfere with the pro-
cess.
Mayor Schneider asked if a contract between the City and Mr.
Begin would be valid, similar to the Vlrglnla anti Neutqens
cases.
Attorney Thomson answered that some type of contract would be
valid. The difference between this case and they one the Cauncll
approved several weeks ago is that In this case State law and
CIL , ordinance allow the City to abate a nuisance and assess the
property dnd, If this is the goal, he recommends tht- Council
ddopt the resolution.
Mr. Hillstrom suggested that Sqt. Saba monitor the :situation
over the next six months and report back to the Council,
Mdyor Schneider Stated he is reluctAnt to do this as Sqt. Saba's
time is valuable and shouldn't be spent on this on a weekly
bdsis. Ne added that the Council should set the restrictions on
Mr. begin with staff doing periodic checks.

effort on Mr. Begln's part drod believes a six month limit is

Discussion continued on the outside lightinq. Olrector Tremere
stated that, If there 15 a glare problem in the future, correc-
tive lenses can " adapted. He noted the difference between
glare from fixtures and overall ambient llght from a site.
Nussell Saulon, architect for the petitioner, stdl.ed the Inten-
sity Is less on the south c ide as there are only three thirty
foot poles on the south which will provide security llght for
the cars belr.g serviced and left outside overnlgnt. Effective
site lighting Is needed for securlty-

Councilmember Sisk stated he Is concerned with the use of IDRB's
to put in competitive daycare centers and doesn't believe a p4:b-
lic hearing should be held.
Mayor Schneider stated he has no interest In putting the peti-
tioner through the hoops if the Council is not inclined to
approve the request. He is opposed to this type of use.
Councilmember Crain asked whether the users of their services
are low Income.
Mr. Parkins ansnsred this, Is a non-profit organlzdtton and 27%
of their children are on assistance. The typical recipient pays
depending on their abillty.
Councilnember Crain stated this may be a method of allowing more
working poor to jbtain employment without direct subsidization
by the City.
Councilmember Vasiliou stated her concern is with competing with
the private sector.
Sue Dunkley, petitioner, stated the biggest need is for infant
care whLch they provide and is not provided by most other day-
care centers. They help the customers apply for assistance and
provide in service training for their staff.
