Mayor Schneider stated the purpose of the me:ettng was to review the valuations of
all real property within the City, to hear citizens who have complaints with
respect to their valuati0114, ami Pur the Hoard of Revien to make any adjustments
which they believe are, wdrrdntetd bayed upon their independent review. He stated
that the: central question is not the level of property taxes nor the percenta6le of
Increase. The issue: is the; market value or classification of the property on

Assessor Hovet stated that notice of the

City Assessor Hovet Introduced the appraisers on his staff. He explained that
Plymouth is governed by the State on how to measure property value movement.
A new Minnesota ldw states that an appeal must be made in person, by a
representative, or In writing to the City before the values can be appealed to the
County to protect the individual's right to further appeal. He stated he had 13
written appeals which he would read into the record later Ir the meeting.
Mayor Schnelder opened the hearing at 7:40 p.m.
Lisa Gustaf, 5185 Holly Lane, 08-118-22-22-00109 stated her home is In a
non-sery ce area of the City. She submitted the valuations of her neighbors homes
to show that hers was higher by between $30,000-$40,000.
Victoria O'Neill, 830 Kingsview Lane, 33.118-22-13-0043, asked to have her
property re -Ova uated. She purohased the property in December, 1986 for $92)500
and Its 1987 value is $91,000.
Jerry Gruff, 820 Kingsview Lane, 33-118-22-13.0044, was represented by Ms. O'Neill
wuu a su like to have his property re-evaluated.

of 20 other home's In Plymouth vid asked the value he lowered by $209000-S309000.
John Lunke, 10735 48Lh Ave., 12-118 -3:-0081, disagreed with the Increase in
marcet va ue at $81,300 compared with $78,100 In 1996. He had an appraisal of
72,000 oil the home; which doesn't have a cldrage.
Ldurdnce Elweal Jr., 6125 Highway 101, 06-118-22-32-0001 grid 30-118-22-33-0008,
state c talked w t Appraiser Mauderer and was told a typugraphtcal error on one
notice would be corrected. However, he asked that Section 6 also be readjusted.

559000 every year to Its current 1987 vilue of $84,900. Redltors have told him he
could sell it for only $62,000 and asked that it be reviewed.

to x,150 which IS far beyond the value since he is on the low end of the
neighborhood. Ari Identical home In the neighborhood is valued at $76,400 and he
asked that It be reviewed.

eptem er, 1989 for $142,900 and, when compared with others In the neighborhood,
It's value Is spproximdtely $10,000 over theirs.

and this year It's $95,00. In checking with neighbors, their's are
valued between $82,000 and S84,J00 and are larger. She doesn't havt! a basement In

Assessor Hovot stated an Income pruduoinq property is valued like an apartment
building. All these parcels are; residential and the increase of 50% was because
this w.is their qudrtile year dnd the rent had Inertased M in one year.

neighborhood should be considered. Over the years he has sent considerable
correspondence to Vie City regarding these neighborhood concerns.

value is 510,000 more than others Iii the neighborhood who paid more for their
homes and asked that It be reviewed. They purchaser) their home in 1985 for
162,500 and the 1987 market valele is $170,000. They believe the: view from their
lot should be considers d.

November, 1986 for $140,800 and its 1997 a stlmdtNd market value of $164,700 is too
high.

rierghbo—rhuod shouldn't be appraised higher considering the market value placed on
her home which wds purchased for $201,000 and Is appraised by the City at
186,600.
