BOARD OFBOD0 REVIEW
JUNE 29 1986
The meeting of the Plymouth City Council, sitting as the Board of Review, was
reconvened by Mayor Schneider at 7:30 p.m. in the Council Chambers of the City
Center at 3400 Plymouth Boulevard on quite 2, 1986.
PRESENT: Mayor Schneid-3r, Counclimembers Vasiliou, Sisk, litur, and Crain,
City Manager Willis, Assistant City Manager Boyles, City Assessor Hovet,
Appraisers Bye and Mauderer, City Engineer Goldberg, Development
Coordinator McConn, Park Director Blank, City Attorney Thomson, and City
Clark Huuk
ABSENT: None
BOARD OF REVIEW
Mayor Schneider stated the purpose of the meeting was to review the Assessing
Division's recommendations upon reappraisal of properties whose estimated 1986
value was appealed at the public hearing on May 20, 1985.
Assessor Hovet stated there are letters of objection in addition to those who
appeared in person at the May 20 Board of Review.
Mayor Schneider stated his concerns with the golf course appeals. He stated hV
believes the manner in which the County is planning on assessing is not equitable
and he doesn't wish to endorse it.
Bob Martin, 5254 Reachslde Drive, read the rules for establishing market balue on
golf courses and explained the difference In land valuations. He stated he
believes the legislature intends that golf courses be assessed at less than their
market value. It should be taxes at a recreational value aad nct at a commercial
value.
Mayor Schneider pointed out that the Council had the authority to change the
market value assigned to a property.
Assessor Hovet stated that in the past golf courses have not been paying their
fair share of taxes wh1c4 13 the Assessor's are attempting to equalize. He
believes the projecteO, market values are not in excess of what the land Mould sell
for If it were vacant.
Mayor Schneider stated he believes the values of 1985 are more in line with the
ratio he believes is accurate,
MOTION was made by Councilmember Sisk, seconded b%p Counellmember Vasillou, that
the Council ratify the: 1985 market valuations for Flm Creek Colf, Inc.; Hampton
Hills Golf Course; B d V Range; and Hollydale Golf Inc. until such time as it can
be proven by the courts that it is Inequitable.
Motion carried, flue ayes.

Marion Bohnsack, 330 Zinnia Lane, stated their increase for 1986 will bring the
land value up to that of the neighboring properties. She believes that because cf
the four -lane roads surrounding her property, her value should remain low. She 1s
not challenging the legality, fust the fact that it isn't fair.
Councilmember Sisk stated that all the comparables have sold
than the market value of her property. Her lowered land value
the City did not know the impact of C.R. 61 which was under
time. He supports the assessor's valuation,

MOTION was made by Councilmember Crain, seconded by Mayor Schneider, that the
lower 1985 valuations of the Bohnsack property, 330 Zinnia Lane, and Christensen
property, 320 Zinnia Lane, be ratified.
Motion carried, four ayes. Councilmember Sisk voted nay.
Mrs. Christensen presented a letter stating her opposition to the proposed 1986
a,%sessment.
MOTION was made by Councilmember Sisk, set":onded by Councilmember Vasiliou, to
ratify the Assessor's recommendation on the valuation of the Holiday property,
17115 28th Place.
Motion carried, five ayes.
MOTION was made by Councilmember Sisk, seconded by Councilmember Vasiliou, to
ratify the Assessor's recommendation on the valuation of the remaining objections.
MOTION was made by Mayor Schneider, seconded by Councilmember Sisk, to amend tc
delete the Elwell property from the motion.
Motion to amend carried, five ayes.
Motion as amended carried, five ayes.
MOTION was made by Councilmember Crain, seconded by Councilmember Vasiliou, to
ratify the Assessor's recommendation on the valuation of the Elwell property, 6125
Highway 101.
Motion carried, five ayes.
The Board of Review was adjourned at 804 p.m.
