PRESENT;; Mayor Schneider, Councllmmrbers Vasillou, Crain, Zitur and Sisk, Manager Willis, Assistant Manager Boyles, Public Works Director Moore, Building Official Ryan, Park Director Blanc, Assistant Finance Director Hahn, City Attorney Thoamon, and City Clerk Houk ABSENT: None PRESENTATION 31m Brandl, representing Independent School District 284, gave a PRESENTATION - 15 minute slide presentation on Community Education Services. The quest ton Is, given the frequency and length of the meetings, whether it may be possible to have the city attorney at fewer meetings. One option woulf' be to have him at specific meetings where con- troversial matters might come up, or arrange the agenda so petl- tlons are first and have him leave early, or determine the aver- age hours for each meeting and have the .ttoeney on a retainer. Counc,lhnember Zatur agreed and ,idded he feels the City is b;g buslness and the attorney should be present for the major por- tion of each meeting. Attorney Thorson $tatted ho believes It is Important to have an attorney at the meeting when action'n ltema are taking plar_,ex. Attornles are trained to spot legal issues where others are not. There may be a more cost effective way of handling the attorney's attendance, such as having potentially significant Items at the begtnning of oath agenda.
