BOARD OF REVIEW
DUNE 39 1985
The greeting of the Plymouth C:ty Council, sitting as the Board of Review, was
reconvened by Mayor Davenport uc 7:30 pqm, in the Council Chambers cf the City
Center at 34M Plywuth Boulevard on Oune 3, 1985.
PRESENT: Mayor Davenport, Councilmembers Schneider, Neils, Vasiliou and Crain,
City Manager Willis, Assistant City Manager Boyles, City Assessor Hovet,
Public Works Director Moore, Planner Tremere, Park Director Blank, City
Attorney Lefler, and City Clerk Houk
ABSENT: None
BOARD OF REVIEW
Mayor Davenport stated the purpose of the meeting was to review the AsrobssinQ
Division's recommendations upon reappraisal of properties whose estimated 1985
value was appealed at the public hearing on May 21, 1985.
Assessor Novet stated there are thirteen Tetters of objections in addition to
those who appeared in person at the May 21 Board of Review.
MOTION was made by Councilmember Schneider, seconded by Councilmember Neils, to
ratify the Assessor's recommendation on the valuation of the written objections
with the exception of th:. Bohnsack appeal.
Motion carried, five ayes.
W)TION was made by Councilmember Neils, seccnded by Councilmember Crain, to
confirm t'7e AssessOL", 1965 market valuation for Gwenn Lovetang, 815 .41ndemere
Drive.
Motion carried, five a-
MOTION was made by Councilmember Schneider, seconded by Councilmember Neils, with
the deletion of the Bohn4ack and Hoffman objections, to confirm the Assessor's
1985 market valuations.
Motion carried, five ayes.
Marlon bohnsack, 330 Zinnia Lane, stated that the traffic has not increased as
ye Got t e nconventence and dire. are. there now. She stressed she believes
their market value should be lowerid. She stated a couple of homes in her
neighborhood have been put on the mariā¢et but have not sold so there is no way to
determine the effect of the two streets on the value of the homn36
Mayor Davenport stated the City Assessor recommends that, upon completion of this
project there will be an appraisal and a possible decrease in value. He does
recommend, however, that the value be maintained until it can be determined what

The Mayor stated he disagreed with this and suggested there is some reason to
lower the valuation at this time and asked the Assessor to come up with an amount
to :chow the effect of the locational obsolescence.
Councilmember Crain endorsed the idt-a and added it would be appropriate to
reconsider the Christensen property as well.
Mayor Davenport stated his proposal was an arbitrary determination on his part on
what the figure should be. But, as there are no comparables to base this on yet,
following completion of this project the sta% will have to develop new
comparables and it is possible that there wi`.: be further changes in the
valuation$
MOTION was made by Mayor Davenport, seconded by C,uncilmember Crain, that the 1985
estimated market value for 330 Zinnia Lane be $64.300.
Assessor Hovet stated that the land value of this parcel is $210300 which is less
than the parcel to the south sold for recently. The locational value is only
based on the 'lt valuation. This is because location value is always taken from
the land$
SUBSTITUTE MOTION was made by Councilmember Schneider, seconded by Cowicilmember
Vasiliou, that the valuation be $69,000.
Councilmember Schneider explained that in reaching this figure he depreclated the
land cost by 25% to arrive at S69,000.
Motion carried, four ayes. Councilmember Neils voted nay.
MOTION was made by Councilmember Schneider, seconded by Counc'lmember Vasiliou, to
reconsider the property owned by William and Fieverly Christensen.
Motion carried, five ayes.
Assessor Hovet state,] he will treat this the same .;s the Bohnsack property, with a
25% reduction in lane' value.
MOTION was made by Co;incilmember Schneider, socnnded by Councilmember Crain, that
the Christensen parcel be redunrd in the manner of 25% of the land value.
Motion carried, four ayes. Councilmember Neils voted nay.
Vier it1 Hoffman, 18225 Mrd Ave., stated he had looked at the same style of horse
when 'ie compared sellinq prices. Based on his comparables, he believes the figure
of $2x00000 would be fair.
Councilmember Neils clarified that the house has a finished basement while Mr%
Hof man's comparable did not.

Assessor Hovet added that Mr. Hoffman's house also had d brick veneer, more square
footage, and a porch.
NOTION Was made by Councilmember Schneider, second.d by Councilmarber Crain, that
the valise of Mc. Hof furan t s house at 18225 3rd Ave. be confirmed.
Motion carried, five ayes.
