BOARD OF REVIEW
WAY 21, 1965
The meeting of the Plymouth City Council, sitting as the Board of Review, was
called to order by Deputy Mayor Schneider at 7:35 p.m. in the Council Chambers of
the City Center at 3400 Plymouth Boulevard on May 21, 1965.
PRESENT: Mayor Davenport (who arrived at 7:40), Courellmembers Schneider, hells,
Vasillou and Crain, assistant City Manager Bayles, City Assessor Movet,
Appraisers Carroll, and Bye, Assessment Technician Anderson and City
Clerk Houk

BOARD Of REVIEW
Deputy Mayor Schneider stated the purpose of 0e meeting was to review the
valutaions of all real property within the City, to hear citizens who have
complaints with respect to their valuations, and for the Board of Review to make
any adjustments which they believe are warranted based upon their independent
review. He stated that the central question is not the level of property tames
nor the percentage of increase. The issue is the market value of the property on
January 2, 1905.
Assistant Manager Boyles stated that notice of the meeting was published In the
City's official newspaper, the Plymouth Post, rind notices were also posted within
the community, on the City's cable channel, and discussed at pre-1ous meetings.
He explained the procedure for the hearing and pointed unit that final
determinations would not be made tonight but at rhe meeting of June 3.
City Assessor Hovet introduced the appraisers on his staff.
Plymouth Is governed by the State on how to measure property

representative, or in writing to ti-te City beforis the value can be appealed to the
County to protect the individual's right to further appeal. He stated he had 12
written appeals which he would read Into the record later in the meeting.
Mayor Davenport opened the hearing at 7:45 p..m.
lrenn lovetan , 615 Wlndemere Drive, P.I.N. 34-119-22-14-0036, stated her
eva uat on was $5,000 more than an appraisal she had done by a real estate agency
In January. She has contacted three contractors regarding water damage to her•
property. The estimate to correct the damage is between $15,000 and $20,000. As
a result, she believes the evaluation is too high. There are others in her
neighborhood who have also experlenced structural damage because 0 the high water
table. They will probably be filing a class action suit against the City.

Obert Gallager, 10630 Rockford Road, P.I.N. 13-1''9-22-21-0030, stated his one
bedree m cdominium has been owneti by him for less than one year. He puechased it
for $31,000 and it !s assessed at $38,300. A similar condo in h;.s building sold
for S30,000 but has a smaller deck. A unit in another building recently sold for
S36,000. He believes $38,300 Is too high; It should be between 532,000 and
S34,000.
Robert Gersbach, 2540 W. Medicine lake Drive, P.I.N. 26-116-22-12-0001 and
2-12-00180 stated hc. purchased the property for $183,000. It eras on the
market for over two years. The City assessment Is 5205,000 whtc,s he believes Is
too high. He asked on what basis the lakenhore property Increased by 20%6
AsleSsor Hovet stated that Hennepin Count)# had i.Teased their appraisals of the
leas in Medicine lake by 30% last year. Plymouth didn't have enough sales to make
a change, but this year they increased the evaluations by 20% to be comparable.
Arry Marofsk , representing Tom Hunt, 12Pt65 34th Ave., P.I.N. 22-118-22-11-0009,
stated the house was Wilt in 1982 but teas been vacant ever sicice btcause of a
sattling problem. Mr. Hunt paid $150,140 for the house. He feels that thts is
the maximum it should be valued at.
Marlon Bo.hnsack,. 130 2'l.nnia lane, P.I.N. 4144-118-22-31-00330 stated she objected to
to e eva ktisn. (hey have a seml-completed county road adjacent to their
property and, as J result, she believes a decrease in value is appropriate. The
value is 574,300 nictt Is a $100 increase from last year.
T ronn e Nyberg, 515" Holly lane, P.I.N. 08-118-22-23-0004, stated the value was
97, OO: They pure iiased the home in October, 1984 for $175,000. Because 9f the

It, he believes the correct value should be around $166,000. This is the amount
the bank had been osking.
Laurance Elweli, 6.125 Htghway 101, P.1.N. 06-119-22-32-0001 and 33-118-22-33-0008,
stated this Is farm laic' and all farm lard has decreased drastically.
Assessor. Hovet i;ointed out that farm lane; in 11ennooln County has Increased In
value and added that tie didn't believe Mr. Elwell's evaluation had increased in
the past three years.
Virgil Hoffman. 18225 3rd Ave., P.1 N. 31-118-22-43-0030, statea his evaluation
was $219,300 and he bought the house In December, 1984 for $212, 500. Two other
homes like his were sold in 1984, one for $227,500 which was valued at $:14,000,
and the other was evaluated at S184,000. He believes his is valued too high; !t
should be lower than the selling price.
Dennis Hanson, 4260 Quaker lane, P.I.N, 13-118-22-13-0037, objected to the 1985
eva ua t on of $92,500. He just bought the home In September, 1984 for $89,000
which was the same as the VA appraisal, He believes the market value should be
what people are willing to pay for it and the actual purchase price should prcvide
this.

Ridtard Lindell, 3411 Kilmer Lane, P.I.N. 24-118.22-11-00379 00389 0039, 0040, and
obJecte to his evaluation of $502,000. He compared this to other buildtngs
In the area and gave their price per s,luare foot as compared to his. He believes
the difference puts him out of the market place for renters.
Ed For 500500 Nichols Road, Kansas City, MO 64112, representing the Harbor Lane
arnership, Fox Meadows Office building, 3131 iernbrok Lane, PA.N.
21-118-22.-41-00219 21-118-22-14-00089 0014, and 0015, stated the value of
4,1473,000 was too high as indicated by the income and expense figures for 1984.
Bernard Barr, 11670 61st Ave., P.I.N. 02-118-22-12-0635, 0039, 0(40, 0044, and
Ti=118=12-0001, stated he had lived at this address for thirteen ,years and only
received a homestead for one year.
Assessor Novet explained that there are two houses on the lot and he cannot
homestead both of them.
Mr. Parr stated his property on C.R. 9 was 36 acres of farm land evaluated at
137,900 which he believes is too high. Also the vacant lot he owns was evaluated
at $22,000 while the others adjacent to it were valued at $2,500.
Assessor Hevet explained the State law which allows for the increase.
Dorothy Ktiekelbe7tumped6150 Hemlock lane, P.I.N. 02-ile-22-12-0034, stated her
sevauatonwag$12,000 and objected because her lot still lacks

Discussion follo*ed on the special assessments against her property and Mayor
Davenport asked for a written report regardinil this.
John Scheef, 500 Zircon lane, P.I.N. 31-11F-22-32-0047, questioned the evaluation
of 156" and stated there's a house on lois block with the exactly the same
square forA.,age that w.as values; lower.
