BOARD OF REVIEW
JUNE 11, 1984
The meeting of the Plymouth City Council, sitting as the Board of Review. was
called to order by Acting Mayor Schneider at 7:35 p.m. in the Council Cham;)ers of
the City Center at 3400 Plymouth BWevard on 3une 11, 1984.

Acting Mayor Schneider stated the purpose of the meeting was to review the
valuations of all real property within the City, to hear citizens who have
complaints with respect to their valuations, and for the Board of Review to make
any adjustments which they believe are warranted based upon their independent
review. He stated that the central question is not the level of property taxes
nor the percentage of Increase. The issue is the market value of the property on
3anuary 2, 1984.
Acting Mayor Schneider stated that notice of the meeting was published in the
City's official newspaper, the Plymouth Post, and noti•.%es were also posted within
the community. He explained the procedure for the hearing and pointed out that
final det•..ainatlons would not be made tonight but at a future meeting within the
twenty days allotted by law.
City Assessor Hovet introduced the appraisers on his staff. He explained that
Plymouth is governed by the State on how to measure property values. Plymouth's
assessment level is at 91.7% of market value. The City sent valuation notices to
approximately 14,000 parcels, 91000 of which were increased about 2%. There wa4
an 8% growi:h rate in the past year, mostly due to new construction. He has
received no written complaints.
Acting MaYnr Schneider opened the public hearing aL 7:40 p.m.
Robert Cady, 10300 27th Ave., P.I.O. 24-118-22-34-0014 stated he purchased his
ome one year ago for $177,000. He has since made approximately $50,000 worth of
Improvements, He had the property Independently arpraised at $236,000. Because
staff had told him that the property should be valued at about ?4% of sale value,
he believes their valuation of $239,200 is high.
Assessor Hovet stated Mr. Cady had provided a copy of the Independent appraisal to
him tonight. His staff will rey!ew It and not hack to Mr. Cady this week.

Jean Oberg, 12100 44th Ave., P.I.D. 14-118-22-21-0016, stated they had paid

In May, 1984 which was $129,000. The City's valuation is $139,000. She believes
the $10,000 differenze is too high. She presented the assessor with a copy of the
appraisal.
Larry Elwell, 6125 Highway 101, P.I.D. 6-118-22-32-0001 and 30-118-22-33-0008,
statted that every year his appraisal goes up in spite of the fact that statistics
are showing that farm land is decreasing in value. His is not the top quality
farm land, but this is what the staff is using for value purposes and he doesn't
believe this should be. Most of his land is either swampy and low to extremely
hilly. He would lake to know how many developable parcels are included on his
land.
Assessor Hovet pointed out that Mr. Elwell had filed with the District Tax Court
so any decision made by the Board could be overridden by them. He added that the
land is guided FRD and both parcels are Green Acres. Green Acres property carries
two values, one is pasture tillable land and the other is deferred value which the
owner pays no tax on until development; begins or the land is sold. He added that
all agricultural land in Plymouth is vale^d the same.
Manager Willis pointed out that by appearing at the meeting tonight these
residents have preserved their right to appeal any decision ultimately made by the
City. The Assessor's office will make their report to the Board of Re otew at Its
meeting on June 18, 1984 at 7:30 p.m. At that time the Board will make a final
decision and pass that along to Hennepin County. The Hennepin County
Commissioners wiil meet to review the valuations. Those residents present tonight
could appear at that meeting to appeal the Board's decision if they disagree with
it.
The public hearing was closed at 7:53.
Acting Mayor Schneider stated that the Board of Review will reconvene at 7:30
p.m. on June 18. The Assessing Department will prepare a report on each of the
parcels in question for consideration by the Board at that meeting.
The meeting was adjourned at 7:55 p.m.
