REGULAR COUNCIL MEETING
FEBRUARY 7, 1983
1 e regular meeting of the Plymouth City Council was called to
order by liagor Davenport at 7:30 p.m. in the Council Chambers of
the City Center at 3400 Plymouth Boulevard on February 7, 1983.

community to earn their Hoy Scout Eagle Award.

Appreciation oti his retirement after twenty three years as a
firefighter in the City,

A. On -Sale Intoxicating Liquor License - Donald
Manager Willis stated that this public hearifto is required for
un -sale intoxicating liquor license applications. It was
deferred from the meeting ()f Jantlary 17 at the pet It loner's
request, Mr. Poupard's license is to be in conjunction with a
restaurant at 27th Ave. and Aj%napulis Largo. the Police
Department conducted an irivetstlgat1011 as tO the background of
the applicant for the Council's review. The Council must
dwide, based on this Information, whether or not to authorize
the issuance of the license.

the widening of County Road 61 from Xenium Lane
and Xenium Lane from Campus Drive to ZM' north
Manages Allis stated that this is the first of two public
hearingse this first hearing is to explaln to the public the
Councll$s procedures and the costs proposed for the project. If
the project Is approved, the second hearing will be held when
the actual costs are known and ready to be assessed against the
propert les. Iwo councilmembers serve on the special assessment
committee together with the City Engineer, and City Manager,
to review all projects to determine how the costs may be
assessed* the homes abutting the Improvement area would be
assessed for residential Improvements. The project as planned
Is going to be financed largely through tax Increment. A tax
increment financing plan has been adopted to provide a mechanism
to decx. eplish necessary public Improvements In order that
development of the land may take place. Almost 70% of this
project will be financed In this fashion.
the Northwest Business Campus is affected by a portion of this
road. The developers of this project have previously installed
public lmpruvements at their owa expense.
It the five parcels dbutting the project on C.R. 61 would choove
to move their driveways onto Rosewood Lane, they would not be
assessed for the street.
Manager Allis stated the: d public meetlnq was held last week
with the residents in the area of Heritage Lstdtes. He briefly
reviewed the meeting. In 1969 the Council developed a
Ihuroughfare Culde Plan which was adopted In 1972. the plan has
been used as the City has developed to meet current and future
trdnsportatiun needs In our growilig community. In the case of
C.R. 616 this road was laid out lit 1969. that alignment was
further re-aewed and established lit 1976 between Hennenin
County, the City's cOnsUltdllls, and the City. When the Hea,:ev.ln
County Park Reserve Distrlrt approached the City in 1975 to
develop a park, the City finalized its plaits for a road In this
area.
When Heritage Estates was planned, the developer and the
Hennepin County Park Reserve District swapped land to provide
for the park and the proposed road alignment. the entire
Heritage Estates plan cuiitemplated C.R. 61 as the right of way
for a portion of the road was dedlcdted with the plattinq.
Manager Willis stated that the polrit he 1s trylnq to make is
that C.R. 61 is a pa;t or the transportation plans made by the
City since 1969.

began construction of the road. At this time approximately 2200
feet of the road have been constructed. There has been an qreat
deal of prior work on this project, on the part of the Plarrnlrrq
Commission and developers lir piarrrrlirg this layout. From a Clt)
laird use perspective, it Is the City's view that It Is
consisteirt with the needs of the cowunity and has been since
1972.

only for a residential street and not four lanes.

that thr projected traffic III the year 2000 will be 4100 cars
per day Mr. Kiskls stated the City is bulldinq two highways
when the) could probably get by with one. He believes the
improvement of Xenlum would serve the Northwest Business Campus
and C.R. 61 isrs't needed.
Ms)or Ddvenpurt stated that the Northwest Buslr esss C4mN3 Is
starring to develop which makes the need more compellinq. He
explained again the difference between Xenlum Lane and C.R. 61
proposed uses.
Mr. Kiskis stated the traffle from Xenlum Lane will have to qo
down 34th Av%r. which Isn't designed to handle It. Manager

Jack Johnson, 3535 Rusewood Lane, expressed concern with the
traffic r Heritage Estates because of the kids In the
neighborhood and the homeowners problem with accessablllty onto
C.R. 61.
Carol Brownell, 3060 Rosewood Ldne. stated she is cur cerned
a out the ne;2 to build the road. She believes the location is
purr. She expressed ca cern with the speed limit, the wildlife
III the area, access to the park, and the possibility of a
hazardous waste site being built Is the lydustrial park and the
trucks from it using C.R. 61.

cost of berming and landscaping residential properties abutting
on C.R. 611 (2) access to Hennepin County Park from Iteritdoe
Estates; (3) methods of dlscour3glng traffic ort 34th Ave. from
the Northwest Business Caeyusl (4) time and cost involved in
preparing an LAW; and (S) alternative methods of constructinq
Xenium beyond the Northwest Business Campus property and the
costs of each.
Attorney Lefler stated that a petition has been submitted to the
Evittronmental Quality Beard asking for an LAW. The MCAR
requires the Board within five days to submit the petition to
the City, they have dune so. the rule requires that within 15
days the Responsible Governmental Uttit (RCU) shall determine
that a worksheet is necessary or determine that no worksheet is
necesdry. This m4y be extended to 30 days. The City Nanager
has suggested that If there are arty co+tcerits of the residents
other than those in the petition, they should be submitted for
consideration by February 14.
