PRESENT: Mayor Davenport, Councilmembers Moen, Neils, Schneider and Threinen, City Mar dger Willis, Assista t City Mandger Boyles, Assessor Walsh, Appraisers Bye, Carroll, Hovet, and Mauderer, and City Clerk Houk, ABSENT: None BOARD Cf hEVIEW Mayor Davenport stated the purpose of the meeting was to review the assessments on all real property within the City to hear citizens who have complaints with respect to t.elr assessments dnd for the !bard of Review to make any adjustments which they helieye are warranted based upon their li dependent review. He explained that only 131 to 14 of each property tax dollar comes to the. City while the remainder goes to tlx: school districts, county, or various other tdXWr, bodies. He explained the procedure for the hearing dnd pointed out that Pin it determindtior s would not be made tonight but at a future meeting within the twenty ddys alloted by ldw. The homes across the street were built in 1978 a xi since then this property has sustained a great dedl of water damage edused by Improper storm drainage across this property. He stated this drainage problem hds adversely dfferted the vdlue of the home and believes the assessed value of 93,000 Is too high. Mayor Davenport stated that If there wds a problem with drai iaqt! on the property It would be more dppropridteJ.y be addressed by the City Council durinq the Plymouth Forum attd r ut by the Board of Review. Mr. Dahm stated the deterioration of the basement, driveway and pat to is d matter affeuting the apprdisdl. He showed slides of the property. Special Council Meeting Juste 1, 1982 Pdge 141 Assessor Walsh stated that the appraisal has been held back by approximately $259000 to what, they believe the property could be sold for If the damage were corrected. Mayor Davenport reminded Mr. Dahm that the question tonight is whether the assessed value is dppropriate. If there shuuld be any further adjustment, it will be made at another meeting when the Assessor reports back after re-evaluation of the property. Mr. Udhm wilk be notified of this meetitg date. Mr. Dahm stated that if the value Isn't reduced they will appeal the decision. Brian Thornton, represetnt1% ht.s parents, Dr. 8 Mrs. Francis Thornton, 14915 C..R. 91 P.I.O. He has tried to sell the lot for two years but has not beers able to do so. He cannot get a permit from the City to build on this Lot becuvse of zoning restrictions and believes the valuation Is too high. Assessor Walsh stated that the zoning of tt:p property is taken into consideration at the time of assessment.. Jdmes W. Johnston, representing S. J. Groves, '10000 Hwy 55, P.I.D. 22 , -118-22-22-0403, and 36-118-22-•42-0002, state„ there are three properties In question: 24th aid Medl1ka Road, west of West Medicine Lake Drive south of 47th Ave. 14. , and the parcel their office is on. He submitted that the value of the property is purely agricultural and should not be valued dny higher than dny property in the northwest corner of the City. The second property is very likely In the same position. Without speculdtive value, he believes the land is not worth its appraised amount.
