The special meeting of the Plymouth City Council was called to
order by Mayor Davenport at 7:30 p.m. in the Council Chambers of
the City Center at 1400 Plymouth Boulevard on April 12, 1982.
PRESENT: Mayor Davenport, Councilmembers Hoyt, Moen, Schneider
and Threinen, City Manatier Willis, A;;sistant City
Manager, Soyles, Planner Trenere, Enqineer Moore,
Park Director Blank, and City Clerk Houk,
ABSENT: None
MINUTES
MOTION was made by Councilmember Moen, seconded by Councilmember
Schneider, to approve the minutes of the rtqular Council meeting
of April 5, 1982 as submitted.
Motion carried on a Roll Call voC.p, four ayes. Councilmember
Threinen abstained.
REVIEW V 1982 MAYOR/COUNCIL ACTION AGENDA
The Council reviewed their aqenda of sixteen objectives for
1982. The;+ agreed the hazardous waste disp%)sa site and the
workhouse site were priority items.
Manager Willis stated he hoped the Cour '-11 would keep htm

to the agenda.
The task force on park and recreation program flnancinq has been
constituted and will submit a preliminary report to the Council
In June.
Ted Loken, chairman of the task force to examine the means by
which to develop and enhance r sense of "Plymouth community",
has met with the City Manager and will be asked to suhmit a
preliminary vepert at the May 24- Council study sesslen.
The Planning Commission is studying the role of the Atlul.t
Correctional Facillty. They nave scheduled a hearinq for April.
28 on proposed changes in the City's ordinance which would seek
to establish the faclltty as a nonconforminq use. They will
bring the results of that hear.inq In the form of an ordinance
dmendment to the Council sometime to May.

Planning Commisslon recommendations for amendments to the zoning
ordinance were approved by the Council at its April S meet Ing.
Other proposed changes are pendtnq further review by the
C00013310n a:nd comments from the Plymouth Developers Council..
Lot size amendments will be considered when the Comprehensive
Plan has been aced upon by the Metropolitan Council.
Regarding the lnstdtlation of flashir:q signals at the Highway
101, County Road 6 intersection, the Hlqhway Department will be
conducting CAP studies before and after the playflelds are being
full; used this summer.
Public Safety Director Cariqulst has initiated a Neaohborhood
Watch Grogram in Plymouth. The Mayor asked that Chief Carlquist
uttf nd the study session May 24 to explain ti,e effnrts taken so
far.

against and provides a reasonable basis for defense against
possible charnel. This policy contains the State statute

Discussion followed on how much of a conflict of .interest could
arlse because of a spouse's activltles. Councilmemher Threlrre.i

Mandgor Wll.lis stated his view' of the role of volunteer
orgar j.tatlons In City government. H13 concern is with the types
of re,tatlenships which may develop between the Council and the
Interest groups. One group's Interest may be to conflict with
another grfAap In the community. The Council needs to determine
how far It wants to go in pramotlnq these types of groups.

volunteer groups, the Council and these groupso and between
staff and the groups.
Manager W1.1.115 stated that these groups should make their
presentations to the Coune; l l ltr the Plymouth Fore and not
through individual Counc.11members. He suggested hay.inq a forum
at every regular meetlnq, to be hell durinq the first 15 minutes
of each meetlnq, where groups or residents could discuss matters
of concern with the Council. The Council directed staff to
establish this procedure on a tr.ld.l basis.
City Couetcll/staff relationships -- Manager Willis stated the
role of staff .is to provide service as the Council directs* it
is the Council's responsibility to see that the City Mandoer
does what toey want. Comm%in teat ons between the staff and the
Council were discussed ds to their dppropr.ldteness and whlct
matters should go through the City Manager for handlinn.
Discussion followed on the degree of discretion exercised by th
staff. Council felt th.et most .items should be brought to ;hem
for dellberatiOl and further that such matters should he
submitted through the s:%ff and not through the petitioner.
Mayor Davenport stated he would like to have some tlmc set dslde
durini every Council wurk, session to have e:epartment hoods
discuss complaints and staff responses to them.

The "Got Acquainted" session scheduled for April 19 was chanaed
to Aprll 26. The scheduled April 26 session was rescheduled for
14ay 10.
Altinager Willis Indicated Mit, as directed by the Council, an
ordinance amendment had been drafted confleminq all previous
name changes adopted by the Counc!1.
