The meeting w,ss called to order oy Mayor Davenport at 7:45 p.m. City (Manager Willi; resumed the review of the 1982 proposed city budgets. CITY COUNCIL MOTION was maan, by Councilmember Neils, seconded by Councilmember Schneider to to increase the 1982 salary for Councilmembers and Mayor by $50.00 per month beginning January 1, 1982. An ordinance amendment is to be considered by the Couiuil at the August 24 meeting. Motion ca -vied, five a.es. Staff directed to include membership in the U. S. Conference of K, vors and Minnesota 4ssociatio•4 of Mayors in the 1982 budget. MOTION was made by rouncilmembf r Neils, seconded by Councilmember ScAneider to preliminarily approve the 1982 City Council budget. Motion carried, five ayes. CITY MANAGER MOTIUB was made ay Mayor Daienport, seconded by Councilmember Schneider to Frulimiparily approve the Citi Manager's budget. Motion carried, five ay,(!s. ZLECTIONS Councilmember Hoyt questioned whether ballot countrrs were we rking satisfactorily and if funds have been included in the buaget for the state training school. Motion carried, five ayes. COURT SERVICES Councilmber Schneider questioned whether it m,ght ue more economical to hire full tinct stav`f to assume this responsibility. Courtcilmember Neils expressed concern that %he time of such a position could be absorbed by city staff projects, leaving t* whore we are moo MOTION was made by Mayor Davenport to direct the staff to work up a cost benefit sheet for the 1983 budget for analyzing whether in-house staff should be hired for this func-.ion next year. Motion carried', five ayes. MOTION was made by Councilmember Hoyt, seconded by Mayor Davenport, to preliminarily ap--rove the r..urt Services budget. Motion carried, five ayes. INSPECTION RVION was rade. by Councilmember Threinen, seconded by Councilmember Shcneider, to preliminarily approve the Inspection budget. Motion carried, five ayes. FINANCE Councilmember Schneider questioned whether iicreased costs might be expected because of changing audit ng firms. Budget Review Session II Aam st 18, 1981 Page 232 FIRF 4 LIABILITY INSURANCE MOTION was made by Councilmember Hoyt, preliminarily approve this budgets Motion carried, five ayes. SPECIAL LEVY PROGRAMS seconded by Councilmember Schneider to Councilmember Threinen questioned whether the Housing and Redevelopment Authority contriNution should remiin at $74,321 or be reduced :o the Manager's reconmendatson of $42,619. The Council agreed to hold approval of this activity until the Hous :*g and Redevelopnent Authority had been reviewed. COMMUNITY SERVICES MOTION was made by Mayor Davenport, seconded by Councilmember Neils, approve this budget. Motion carried, five ayes. CONTINGENCY Manager Uillis explained that $45,000 is necessary icr• unanticipated emergencies and that funds for building the general fund reserve and for paying unemployment compensation are Bund in this account. MOTION was made y Councilmember Hoyt, seconded Icy Counci i'member Threinen, to adopt this budget. Notion carried, five ayes. DELINQUENT ?AXES MOTION was made by Counrilmember Hoyt, seconded by Councilmember Neils, to adopt thir, budget. Motion carried, fi-.e ayes. RECREATION FUND Mayor Davenport questioned whether the athletic associationi were expecting funding in the 1982 proposed budget. Manager Willis expla'ned that the associations were advised in 1981 that city contributions would no longer be forthcoming beginning in 1982. MOTION was made by Mayor Davenport, seconded )y Councilmemb iv Host, to preliminarily adopt the Recreation Fund budget. Motion carried, five ayes. 232- Budget Study Session 11 August 18, 1981 Page ?33 WATER FUND MOTION was made by Councilmember Schneider, seconded by Councilmember Hoyt, to preliminarily adopt the Water Fund budget. Motion carried, five ayes. SEWER FUND Manager Willis reviewed this budget. MOTION was made by Councilmember 4oyt, seconded by Mayor Davenport, to preliminarily adopt this budget. Motion carried, five ayes. CENTRAL E 'U I PME NT Manager Willis reviewed this budget. Councilmember Neils questioned the cost effectiveness of purchasing a new sewer jet as opposed to repairing the ex'sting unit. Councilmember Schneider questioned the number of cars anticipated for purchasr.. Manager Willis pointed out that the vehicles were replacements as provided for in the equipment replaceP;ent schedule. Councilmember Neils expressed concerti that the public works garage has not been appropriately landscaped and directed that the staff establish a grading Flan with time schedules for c onpietion of the garage site. MOTION was made by Councilmember Hoyt, seconded by Councilmember Neils, to preliminarily a,)prove the Central Equipment Fund budget. Motion carried, five ayes. HOUSING b REDEVELOPMENT AUTHORITY Councilmember Neils stated that he has favored retaining local control of the Section 8 program to better insure the number of units available to Plymouth residents, to maintain the highest possible program profile in the minds of city residents and to enhance the city's ability to administer the program. MOTION was made by Councilmember Neil , seconded by Councilmember Hoyt, to adopt the Housing and Redevelopment Authority budget, retaining the Section 8 program with the Plymouth Housing Redevelopment Authority. Councilmember Threinen commented that the contract pi;; -Ong is doing well within the city. The City Council directed the Manager to prepare necessary resolutions approving the 1982 budget as revised for consideration at •he August 24. 1981 meeting.
