SPFCTAI OUKIL MEETING
June b. 1981
A special meeting of the Plymouth City Council was called to order by Mayor D<<'senport
at 7:40 p.m. in the Counc I Chambers of the City Center at 3400 Plymouth Boulevard
on June 8, 1981.
PRESENT: Mayor Daveipor t, Counc I I members Hoyt, Neils aitJ Schneider, City Manager
Willis, Engineer '%ore and Assessor 'Walsh.
ABSENT: Councilmember Threinen.
BOMD OF REVIEW
Mayor Davenport explained the City Council, sitting as the Board of Review in
accordance with Minnesota State Law, was convening to re;vier the assessment roll
and the revaluation of all real property within the Ci -y. to hear those cititells
who have questions with respect to their assessments, and to make dny adjustments
which they feel are warranted, based on their independent review.
The Mayor seated that notice of the meeting was published in the City's official
newspaper. the Plymouth Post, and notices were also posted within the community,

Assessor Walsh introduced his staff and coammented on Oe results of the ratio
studies cond,cted by Hennepin County 4nd the State of Minnesota to measure the
accuracy of the City's assessment valuations,
Mayor Davonport opened the hearing for the Board o.' Review at 1:45 p.-.
Geraldine Shey, 5150 Vicksbur4 Lane. P.I.N. #04-118-22-32-0001, objected
totthe Increased valuation of her property, which she claimed was greater
than that assessed to the property across the road from hers. Ms. Shey
inquired if the $15.000 assessment she paid for Vicksburg Lane added to the
valuation of her property. Assessor Walsh noted ner property was tw'ce as
large as the piece across from hers, which also experienced an increase in
valuation. The Assessor stated nothing was added to the valuation of the
property for the road improvements. Pis. Shey stated she felt her property
was overvalued and requested review and reappraisal of her property,
Jerr Scherfenberg, 5010 Forestview Lane, P.I.N. W-118-22-130021, stated
he bought his property in Schmidt Lake Woods in December, 1980 and was buildin+,
a home on it. He questioned the $525 assessment he received for a vacant lot
since neighbors had been assessed a much smaller amount for first year taxes.
Assessor Walsh explained the theory of "sanctuary" pertaining to .t recently
subdivided plat whereby unplatted lot value, rather than the actual market
value of a platted lot. may be frozen until the structure is completed. Mr.
Scherfenberg inquired how much taxes would go tip once his home was completed.
The Asiessor explained the land/building ratio and how homestead credit affects
it. Mr. 3,;herfenberg requested review and reappraisal of his property.

and stated other units similar to hers have recently bear sold for between,
536.900 and $37,900, Ms, Goodwin felt the valuatinr, of her unit was too
high and asked for review and reappraisal of her proaert:,
Richard Kenniso_n, 105 Balsam lane N., PAA 035-118-22-44-0018, claimed
M3 property is deteriov--2ting as a result of drainage changes that were
made during construction of two homes across the road from his, and his
home will eventually be wider water. Mr. Kennison requested review and
reappraisal of his property as well as correction of the drainage problem,
Alvin Peitig, Mr, Kenrison's builder, stated the drainage problem is a
simple engineering problem that could be corrected by grading, Assessor
Walsh stated the valuation of Mr. Kennison's home was reduced by 58.000
in 1980, but it is more of an engineering problem than an assessing problem,
Rosamer end Dolores Holl, 6434 Irving So.. Richfield, P.L D, N08-118-22-22-0001,
oFiectedioo the assessed valuation of $119,700 for their 34,9 acres of land
north of Holly lane, since this property has been on the market for two years
and the only offer they have had was $48,000. Since they have not been able
to sell the property, they have allowed it to be planted with conn and wish
to apply for an agricultural credit. Mr, 1s Mrs. Holl requested review and
reappraisal of their property,
The hearing was closed at 8:15 p.m.
Assessor Walsh reported that he has received correspondence from the Cricket
Inn, Fox Meadows and W, H, Cates Construction Company requesting review and
reappraisal of their commercial property He also noted Larry Elwell had
requested review and reappraisal of his property. P.I.N. 006-118-22-32-00011
but had failed to attend the hearing this evening,
MOTION was made by Councilmemuier Schneider, seconded by f ouncilmember Hoyt.
to recess the Board of Review until 7:30 p.m, or, June 15, 1981,
Motion carried, four ayes,
MOTION was made by Councilmiomoer Schneider, seconded by Mayor Davenport,
to direct '.sir City Engineer to look at Richard Kennison's property at
105 Balsam Lane N. and report on the drainage problem to Council with
recommendations for a solution as soon as possible.
Motion carried, four ayes.
The meeting adjourned at 8:22 p,m,
