HomeMy WebLinkAboutCity Council Minutes 10-13-1980Page 361 MINUTES JOINT PLANNING/COUNCIL MEETING October !3, 1980 A special joint meeting of the City Council and Planning Commission was called to order by Mayor Hunt at 7:35 p.m. in the City Co<<nci l Chambers of the Plymouth City Center, 3400 Plymouth Boulevard. Present: Mayor Hulit , Counc i lmembers Davenport, Schneider, Hoyt, Planning Chairperson Vasiliou. Commissioners Wire, Larson, Pauba, Steigerwald, Hd2tchlere Absent: Counci lmember 4ei 1 s,, Csiwrti ssioner Barron. Also Present: Manager e0stant Boyles, Planner Tremere. Engineer Moore, and Associate Planner Peikert. PUBLIC HEARING • COMPREHENSIVE ?LAN Mayor Hunt 1 ndicatea that the purpose of the public hearing is to obtain citizen input with regard to the comprehensive plan being considered for approval by the City Council. The approved plan and its components will ultimately be submitted to the Metropolitan Council in accordance with the Metropolitan Land Planning Act. Mayor Hunt. introduced Metropolitan Council representative Dirk deVries. The three basic portions of the plan incl,ide the land use portion, facilities portion, and implementation plan. Mayor Hunt indicated that as early as 1968, the City of Plymouth had created goals, objectives anJ criteria for laid development, which eventually resulted in the cre,;tion of planning guidelines. Commissioner Hetchler questioned the accuracy of the land use guide plan maa. especially in regard to indicated private sewer systems. Mayor Hunt asked the, staff to insure that plan inaccuracies are checked prior to final approval* Mayor Hunt opened the public hearing. Mayor Hunt indicated that the land use guide plan is ai long range picture of how land will eventually be used, while the zoning map generally shows the specific uses to which the land is put today. He further explained that residents have substantial opportunity to make their views known to the City through participation in Planning Commission and Council review of preliminary and final plans, and at public hearings. MINUTES - Joint Planning/Council Meeting October 13, 1980 Page 368 Larry Goldman, 3820 Forpstview Lane, agreed with Mrs rorgren regarding questions of accuracy about the land use guide p?an. He questioned the guiding of areas, including Tiburon and Mission Ridge. Planner Tremere indicated that Tiburon :s within land use guiding and stated that one must be sure to distinguish between Zoning and guiding of land. Mr. Goldman was concerned regardng the fact that people do not know the difference between guiding and zoning and therefore are essily confused with the purpose of the guide plan. Councilmember Schneider indicitgl that perhaps more specific designations, particulary for RPUD's. should be shown on the guide plan. Mr. Nygren concurred with Mr. Goldman. Mr. Goldman urged that since the Me`%ropolitan Council is concerned about low to moderate income, the City 01ould show available low to noderate income units on Its guidr. plans to get ci-, 4 for them. Mayor Hunt explained the historic difficulty which Pl;miouth has hj:i ire funding for low and moderate income proje^ts. Russ Na1-;orniak, 414 .lershir•e Lane, stated Lhat he feels the prinary consideration w!en amending the LAnd Use Guide Plan should be the people impacted by the chang`. he added that he believes it should be the responsibility of the developer *,n take care of the people affected by a guiding amendirent. Councilmember Davenport asked how the approvee, plan is to be publicized. Manage- Willis indicated that the best method of distrlbmition has been through the City newsletter. Councilmember Davenport reminded the residents present that there have been only five or six cases where the City has made any deviation to the land use guide plan and therefore there is a close correlation between zoning and guiding. Mayor Hunt indicated that none of these exceptions have adversely affected the City's utility plans. Chairperson Va siliou indicated that the Planning Commission has heard concerns from individuals indicating they don't understand City decta-ilents. She indicated that the Planning Corerission has been working on how to tell the public about City procedures and plan, it -imple language, ,..yor Hunt explained that homeowner associations have been instrumental in helping oesidents stay aware of proposed development actions. Mr. Bruce Harnesalo, Sun Valley Mobile Home Park, questioned the zoning for Sun Valleys Planner Tremere '.ndicated that the mobile home park is designated as R-3. Mr. Hanesalo questioned ..he fact that the plan shows 10th Avenue to be extended across people's backyards. Knyor Hunt responded that the plan represents simply a point-to-point description c' where eventual oads will qo and should not )e mitused with specific alignment which the road may ultimately h,,ve. He also coiimented that the trailer park is a "grandfathered" use established many years ago prior to tie present zoning. Mr. Hanesalo indicated that 16-1/2 Avenue North has never existed,, but historically has been shown on all City documents. Mayor Hunt responded that the road is platted and therefore exists although it is not impro%md. Mr. Bob Troemel. 14808 County Road 15, questioned the standards associated with various types of roadways. Engineering Moore explained the difference between the five types of roadways shown on the plan. M;.•or Hunt indicated that the design criteria for each roadway is different and ;s dependent upon the responding traffic volumes and speed. Councilmember Schneider concurred. Planner Tremere Indicated that staff Intends to update and publish allJulde plan maps for resident use. Publication is expected for next spring once all plans have been approved. MISCELLANEOUS Moynr Hunt announced his intent to resign as Mayor by the end of December due to increased time demands by his business. The ireet ° ng adjourned at 73 , i 5 p.m. 1
