HomeMy WebLinkAboutCity Council Minutes 09-30-1980 SpecialPage 349 MINUTES SPECIAL COUNCIL MEETING September 30, 1920 A special aw_eting of the Plymouth City Council was called to order by Mayor Hunt at 8:00 p.m. in the Council Chambers of the City Center at 3400 Plymouth Boulevard on September 30, 1980. PRESENT: Mayor Hunt, Councilmembers Davenport, Hoyt, Neils ani Schneider, Manager Willis, Administrative Assistant Boyles, Park Director Blank, Engineer Moore, Finance Director Ricker and Planner Tremere. ABSENT: None. Manager Willis prefaced the review of the revised 1981 City Budgets by reviewing for Council statistics showing population growth from 1910 to 1980 in the City of Plymouth and the comparable growth of assessed valuation of property. The Manager then reviewed suggested adjui ments to revenues in the 19E1 budget which would re4qui t in a budget of S3,783,081. Councilmember Neils questioned the stat : of the 1980 General Fund Reserve. Finance Director Ricker replied $738,:. reserve for 1980 was proposed, but he felt this was not adequate to prevenr inter -fund borrowing in the first six months of 1981 given the City's cash flow picture. He also commented that Moody's Investor Service has encouraged the growth of the General Fund Reserve to mitigate the necessity of inter -fund borrowing. Council discussed the ap- propriate levels of the General Fund Reserve and suggested a reserve equal to the cash flow requirements for the first six months of the operating year be our objective. Council questioned what effect the Manager's suggested cut-back in the. Public Works Reserve Fund would leL. ave on the park development program. Park Cirector Blank stated he would need $110,956, as proposed in the 1981 budget, to complete three neighborhood parks proposed ire: the 1981 C.I.P. and the fourth park at Greenwood would be deleted. Alternate revenue sources for park development were examined. Council discussed the objectives of the 1982 park development program, MOTION was made by ,Mayor Hunt, seconded by Council member Hoyt, to approve the Manaqe is recommendations for adjusting the proposed 1981 budget based on the reduction in the Public Works Reserve FLPJ. Motion carried, five ayes. Manager Willis reviewed proposed Revenue for 1981. General Fund Councilmember Neils questioned the number of employees in the Planning, Building InspecIlion and Engfivering departments. Engineer Moore reviewed the pas i t i r,ns in his depa rtme,nt and Manager Willis explained the personnel cut-backs that have been made in various departments to balance the 1980 budget. 349- 7 IF L41 17 Special Council Meeting September 30, 1980 Page 350 Councilmember Davenport questioned whether Council should increase the allocation for personnel and equipment in Public Works to provide better snowplowing serv!ces. Council reviewed the summary of snowplowing person- nel levels in adjacent communities and it was the consensus that last year's moderate winter was not an adequate test of the Public works Department's ability to provide snowplowing service!; and this matter should be reviewed next year. MOTION was made by Councilmember Hoyt, seconded by Councilmember Neils, to tentatively approve the General Fund budget as proposed. Motion carried, five ayes. Recreation Fund MOTION was made by Councilmember Davenport, seconded by Councilmember Hoyt, to tentatively approve the Recreation Fund budget as proposed. Motion carried, five ayes. Shade Tree Fund MOTION was made by Councilmember Davenport, seconded by Councilmember Hoyt, to tentatively approve the Shade Tree budget as proposed. Motion carried, five ayes. Housing A Redevelopment Authority MOTION was jade by Mayor Hunt, seconded by Councilmember Davenport, to tentatively approve the HRA budget as proposed. Motion carried, five ayes. Wdter Fund MOTION was made by Councilmember Hoyt, seconded by Councilmember Neils, to tentatively approve the Water Fund budget as proposed, Motion carried, five ayes. Sewer Fund MOTION was made by Councilmember Davenport, seconded by Councilmember Hoyt, to tentatively approve the Sewer Fund budget as proposed. Motion carried, five ayes. Equipment Fund Council reviewed the equipment replbcement schedule. Councilmember Schneider expressed concern that vehicles with less than 80,000-90,000 miles were being replaced. 350- Special Council Meeting September 30, 1980 Page 351 MOTIO14 was made by Mayor Councilmember Schneider, condition of the Public is 19811. Hunt, seconded by Councilmember Hoyt, to appoint as a representative of the Council, to analyze the Works equipment and report ,)ack to Council by January Motion carried, five ayes. MOTION was made by Councilmember Schneider, seconded icy Councilmember Hoyt, to delete the Flusher from the proposed Equipment Fund, Park Director Blank explained the uses for the proposed flusher during the year in addition to flooding hockey rinks in the winter season. Motion failed, one aye. Mayor Hun', Councilmembers Davenport, Hoyt and Neils voted nay. Miscellaneous Councilmember Schneider questioned the present bonding requirements for site improvements and inquired if they were being duplicated in some instances. Councilmember Neils suggested considering less than '100 per- cent bom!ing on site improvements. Council discussed alternatives to 100 percent bonding. Planner Tremere stated he and the City Attorney are presently exploring a means of minimizing bonding requirements through a mint -development contract. MOTION was made by Mayor Hunt, seconded by Councilmember Schneider, to direct staff to research other avenues by which we can loww r the front-end costs fir site improvements and yet assure the improvements are completed in a timely fashion without changing the term required f )r landscape bonding.
