MINUTES
SPECIAL COUNCIL MEETING
August 19, 1980
A special meeting of the Plymouth City Council was called to order by Acting Mayor
Davenport at 7:55 p.m. 1n the Council Chambers of the City Center at 3400 Plymouth
Boulevard on August 19, 1980.
PRESENT: Acting Mayor Davenport, Councilmembers Hoyt, Neils ard Schneider, Manager
Willis, Administrative Assistant Boyles, Park Director Blank, Police Chief
Carlquist, Building Official Kleinbeck, Park Supervisor Peterson, Finance
Director Ricker, Planner Tremere, Assessor Walsh, and Acting Fire Chief Begin.
Mayor Hunt arrived at 9:15 p.m.
ABSENT: None.
Council resumed its review of the 1981 proposed City budgets. Manager Willis
reviewed a comparison of present and proposed permit fees for 1981 which would
conform with the Uniform Building Code. The Manager stated the revenues in the
proposed 1981 budget were based on the proposed increase in fees.
Fire Department
Manager Willis retorted the hours of fire inspection will not be increased over
1980. The Manager reviewed the items in the budget and stated funds for lard
acquisition for Fire Station N3 ind for a pumper for that station should cone
from revenue sharing funds rather than from the operating funds of the department.
Acting Chief Begin and Jim Arbeiter discussed the training and maintenance
program proposed for the aerial fire truck.
MOTION was matte by Councilmember Hoyt, seconded by Councilmember Neils,
to tentatively approve the Fire Department budget as proposed.
Motion carried, four ayes.

to tentatively approve the Police Department budget with the restoration
of $150 in the training budget for interrogation and interviewing.

Civil Cefente
NOTION was made by Councilmember Schneider, seconded by Counc-iimer-ber Neils,
to tentatively approve the Civil defense budget as proposed.
Motion carried, three ayes.
Cotencilmember Hoyt returned to the table.
Animal Control
MOTION was made by Councilmember Neils, seconded by Councilmember Schneider,
to tentatively approve the Animal Control budget as proposed.
Motion carried, four ayes.
Parks and Recreation
Manager Willis reviewed the Parks and Recreation budget.

Park Maintenance and Enviro mental
Manager 6.1lis reviewed the Park Maintenance and Environmental budget and
Park director Blank responded to Council's questions regarding park equip-
ment and lighting costs for the community playfields. Park 8 Environmental
Supervisor Peterson replied to Council's questions about park maintenance
and propose -1 maintenance of lawn sprinkling systems.
MOTION was made by Councilmember Hoyt, seconded by Councilmember davenport,
to tentatively approve the Park Maintenance and !Environmental budget as
proposed.
Motion carried, four ayes.
Mayor Hunt arrived and assumed the chair at 9:30 p.m.

Finance director Ricker responded to Council's questions regarding the City's
computer maintenance contract and the administrative costs of water billing.
MOTION was made by Councilmember davenport, seconded by Councilmember Neils.
to tentatively approve the Finance department budget as proposed.

City Assessor Walsh resported that progress was being made on putting the
assessing records on the computer.
MOTION was made by Councilmember Davenport, seconded by Councilmember Neils,
to tentatively approve the Assessing Department budget.
Motion carried, five ayes.
Health Officer
MOTION was made by Councilmember Davenport, seconded by Councilmember Schneider,
to tentatively approve the Health Officer budget as proposed.
Motion carried, five ayes.
Council recessed from 9:55 to 10:05 p.m.
Recreation Fund
Manager Willis reviewed the Recreation Fund budget ar•d Park Director Blank
responded to rounci 1's questions regarding new progeaclis proposed for 1931.
Council discussed the philosophy of the Park and Recreation Department for
providing services to non -participants in orga,ni:ed sports as well as to
organized sports organizations. Councilmember Neils stated he would like
to get out of direct funding contributions to athletic associations and
suggested removing those funds from the 1981 budge -u. Councilmember Hoyt
stated some notice of Council's intention to cut off funding should be
given to these organizations before the funds are del_ted from the budget
and she suggested leaving these amounts in the 1981 budget and deleting
them in 10,82.
MOTION wits made by Councilmember Davenport, seconded by Mayor Hunt,
to retain funding to the athletic associations in the 1981 budget
and add tMv) programs, Playgrounds in the Street and Puppet Wagon,
to the 1981 Recreation budget.
Motion carried, five ayes.
MOTION was made by Councilmember Hoyt, seconded by Mayor Hunt, to
tentatively approve the Recreation budget with the amendments rade
in the previous motion.
Motion carried, five ayes.
Shade Tree Fund
MOTION w3; made by Cou% ilmember Davenport, seconded by Councilmember

Housing a Redevelopment Authority (HRA)
Councilmember Davenport inquired if the HRA has the intention of acquiring
land for senior citizen housing or low and moderit2 income housing with the
Section ?35 Land Write Down funds in the budget. Councilmember Neils replied
when the naportunity ;resents itself, the HRA intends to take advantage of
these funds for land acquisition without incurring a long-term operating
burde i for the City,
MOTION was made by Maycr Hurt, seconded by Councilmember Schneider,
to tentatively approve the HRA budget as proposed.
Notion carried, five ayes.
Inspection Department
Ma nager Willis reviewed the Inspection Department budget and the department
personnel utilized in 1980 and those proposed for 1981. Building Official
Kleinbeck explained the current department workload and Planner Tremere
reviewed the various types of inspections being done in the dLpartment,
in addition to the administration of sewer and grater permits. Manager
Willis reviewed the 1980 revenues for the department. Mr. Kleinbeck
stated the proposed UBC fee scli dule reflects a 7% annual increase over
the 1973 rates under which we are now operating.
MOTION was made by Mayor Hunt, seconded by Councilmember Neils, to amend
the number of employers proposed to six, moving two employees to the
Contingency Accoint for future consideration.
SUBSTITUTE MOTIOA was made by Councilmember Schneider, seconded by Mayor
Hunt, to tentatively delete one employee from the proposed 1981 budget,
and move one Employee to the Contingency Account for future consideration.
Substitute motion carried, fi•,e ayes.

Building Official Kleinbeck reviewed the department's training budget
for Council. Counc;lmember Neils directed staff to monitor the training
programs proposed by the various department heads.

Planning Departr+ent
Manager Willis revietf!d the Planning Department budget. Councilmember Neils
commented the completion of the requirements of the Madatury Planning Act
1981 and the revision of the Zoning Ordinance in 1980 will reduce the work-
load in the department. Manager Willis stated k% staff will recomilend
codification of the Zoning Ordinance in 1981 and ordinances will have to be
developed. to Implement the Comprehensive Plan. PlannLr T•emere stated the
Metro Council is con0dering requiring review .?f amendments to the Land Use
Guide. Plan by the Metro Council and the Comprehensive Plan rust be kept current,
which will increase the workload. Mr. Trenere explained ether duties the staff
performs.
