SPECIAL COUNCIL MEETING
August 21, 1979
A special meeting of the Plymouth City Council was called to order by Mayor Hunt
at 7:40 p.me in the Council Conference Room of the City Center at 3400 Plymouth
Boulevard on August 21, 1979.
PRESENT: Mayor Hunt, Councilmembers Davenpart, i•ioyt, Neils and Spaeth, Manager
Willis, Fngineer Moore, Planner Tremere, Firance Director Ricker,
Assessor Walsh, Building Official Kleinbeck, Environmental Supervisor
reterson, barks and Recreation Director Born, Police Chief Carlquist,
Public Works Superintendent Kolstad, and Street Foreman Vetch.
ABSENT: None.
City Manager Willis indicated that the purpose of this special Council MEeting
was to initiate the Council's study of the Manager's proposed 1980 City budgets.
The Manager reviewed his iudget memo dated August 17, 1979 including a discussion
of the State Aid distributions and levy limitations and the projected 1980 pro-
perty taxes. Based upon information currently available, it is estimated that
the average residential property tax bill in Plymouth will decrease approximately
20 percent over that levied in 1979. The City Manager then conmAnced his pre-
senLation of the 1960 budgets.
General Fund - Revenues
The proposed General Fund budget contemplates revenues of $3,665,027. The
Manager indicated the basis for this revenue projections in the several revenue
accounts. Councilmember Neils noted he felt the projections of $170,000 in
building permits was optimistic and suggested it be reduced.
MOTION was made by Councilmember Neils, seconded by Councilmember Hoyt,
to reduce building permit revenues from $170.000 to $150,000.
Motion carried, five ayes.
Councilmember Spaeth suggested that the Police ;tate Aid funds be increased
from the proposed $51,000 to $60,000.

Councilmember Neils questioned the proposed appropriation from General Fund
Surplus of $150,000. The Finance Director and Manager discussed the need to
maintain an adequate working cash reserve. it was suggested that the $15n,000
sm should represent a maximum figure and that further contributions would
erode Use City's ability to finance its operatirm until the initial tax
settlements are made in July of the fiscal ,yv(er. Council indicated a desire
to study this matter further before the. adop' -ein of the hudget.

MOTION was made by Councilmember Neils, seconded by Councilmember Hoyt,
to adopt the Revenue budget as presented by the City Manaqer subject to
the two previous amendments and furthei ,.onsideration
to the adoption of the contribution from General Funr1 Surplus.
Motion carried, five ayes.
General Fund • Expenditures
The Manager introduced the varlous activity budgets of the General Fund.
City Council

City Manager
MOTION was made by Mayor 'hint, seconded by Councilmember Hoyt,
to tentatively approve tit, City Manager budget as proposed.
Motion carried, five ayes.
Elections

garding the turnover and suggested that particular attention he paid to
the salary level for the Planning Secretary.

Mayor Hurt asked if the existing staff was adequate or if a('A tional staff

was needed. The Planner and Mariger indicates that the present staffing
authorized was adequate providing that the personnel turnover ',ould he
stabilized and further that the workload did not exceed that of tFe past
few months. There was general discussion, regarding the time li-•itations
of the Planning staff in communicating with the public6 it was suggested
that the staff prepare monthly and/or quarterly reports indicating what
is being done to achieve departmental objectives and strengthen -Ing the
service levels of the activity.
MOTION was made by Councilmember Hoyt, seconded by Councilmember
Davenport, to tentative approve the Planning budget as prEsented.
Motion carried, five ayes.
Ins ection
Councilmember Spaeth expressed concern over the turnover of Inspection
staff and particularly r,:iestioned wh0.her or not the salary levels were
adequate to attract and retai,• qualified personnel. The Manager also
reviewed his request to increase the staff in the inspection Division
by adding a new Inspection position which would be resporsible for fire
pm ention and safety inspection as well as an additional Clerk/Typist
position. Following discission, Council indicated concern about hiring
a new Safety Inspector.
MOTION was rude by I11ayor Hunt, seconded by Cuncilmemb-ir Neils,
to remove the money in the proposed budget fr- the Fire Prevention
and Safety Inspector and plarr it in the Contingency Account ant.

to tentatively approve the Inspection budget as amended.

Parks and Recreation
MOTION was made by Councilmemher Neils, seconded by Councilmember
novenport, to tentatively Approve the Parks and Recreation budges
as proposed.
Motion carried, five ayes.
Park Mai ntenance-C nv i ronniental
The Manager indicated that this budget proposed to add one additional Park
Maintenance person. Followinggeneral d'scussion regarding park maintenace
levels, the Council, tentativey agreed to include the additional staff person.

Mr. Jim Alt, representing the Plymouth Athletic Association, commented on
the Association's interest in park maintenance and in improving recreational
facilities to members thr,%aghout the community. Fie indicated his organization's
interest in working with the Council and staff to improve the recreation program
as well as to assist in the construction or maintenance of major facilities.
MOTION was made by Councilmember Davenport, seconded k Covncilmember Hoyt,
to tentatively approve the Park Maintenance4nvironmental badget as proposed.

Assessing
The Manager indicated that he was proposing the addition of one additional
property appraiser for 1980. He also notes.? that he was proposing that ap-
proximately %ZOO be appropriated in Account 810 to retain independent
appraisers to audit, on a selective basis, certain properties as a test
of the adequacy of the assessing process.
MOTION wa% made by Councilmember Neils, seconded by Councilmember Spaeth,
to delete the external audit as proposed by the Manager.
Motion failed, two ayes. Councilmembers Davenpor'., Hoyt and Mayor Hunt
voted nay.
MCrION was made by Councilmember Davenport, seconded by Councilmember
Hoyt, to tentatively approve the Assessing budget as proposed.
Motion carried, three ayes. Councilmembers 5raeth and Neils voted nay.
Finance
The City Manager indicated that one additional Accounting Clerk was being
proposed in the 1980 budget.
MOTION was made by Councilmember Hoyt, seconded by Councilmember Neils,
to tentative approve the Finance budget as proposed.
Motion carried, five ayes.
Health Officer
MOTION was made by Councilmember Davenport, seconded by Councilmember
Hoyt, to tentative approve the Health Officer hadget as proposed.
Motion carried, five ayes.
Pol ice
The City Manager indicatRd that the Police budget provided for the creation
of a Lieutenant's position, four Field Supervisor 1.sltions, and two addi-
tional Patrol positions.

Chief Car%u ist reviewed his proposal for the reorganization of the department
with particular emphasis on the supervision of police officers in the field.
MOTION was made by Councilmember Neils, seconded by Councilmember Davenport,
to tentatively approve the Police budCet as proposed.
Motion carried, five ayes.
Civil Defease
MOTILN was made by Councilmember Hoyt, seconded by Councilmember Davenport,
to tentatively approve the Civil Defense budget as proposed.
Motion carried, five ayes.
Animal Patrol
MOTION was made by Councilmember Davenport, seconded by Councilme+nber Hoyt,
to tentatively approve the Animal Control budget as proaosecl.
Motion carried, five ayes.
