SPECIAL COUNCIL MEETING
August 23. 1977
A special meeting o" the Plymouth City Council was called to order by Mayor Hilde
at 7:A p.m, in the Council chambers of the Public Works Building, 14900 Twenty-
third Avenue North on August 23. 1917.
PRESENT: Mayor HtIde, Councilmen Hunt and Spaeth, Manager Willis, Planner
Oillerud. Engineer Goldberg, Park. Director Born, Administrative
Assistant Boyles, Fire Chief Bauer. Police ChiefHawkinson, Bob
Fasching. Rod Keller. and Finance Director Ricker.
ABSENT: Councilman Neils and Seibold.

MOTION was made by Councilman Spaeth, seconded by Councilman
Hunts to approve the Pzrk 3r1 Recroation, Perk Maintenance and
Recreation Fund budgets as proposed.
Notion carried, four ayes.
Manaqer Willis reported to Coun0! on the number of animal
complaints received in 1917.
MOTIvN was made by Councilman Spaeth, seconded by Councilman
Hunt, to direct staff to prepare an amendment to the animal
control ordinance including the unplatted areas of the City
for animal control, providing that control be on the basis
of answering complaints only.
Motion carried, three ayes.
MOTION was made by Councilman Spaeth, seconded by Mayor
Hilde,to increase the Animal Control budget by $2,000.
Notion carried. two ayes. Councilman Hunt voted nay.
MOTION was made by Councilman Spaeth, seconded by Council-
man Hunt, to approve the Engineering budget as proposed.
Notion carried, three ayes.

Motion carried, three ayes.
Manager Willis sated the budget fir the Municipal Building
included 9 months rent for the present temparary quarters
acid utility chargerA far 3 months in the new city hall.
MCi;ON was made by Coan cilman Huntf, saconded by CciAncilman
Spaeth, to arprove a budget for the Municipal Br;ildinq that
would equal 12 mor ttis rental, costs in the present tentpurary
quarters.
Motion carried, three ayes.

Spaeth, to approve the budget for Traffic Lights as
proposed.
Motion carried, three ayes.
MOTION was made by Councilman Sp?eth, sec.nnded by Councilman
Hint, to approve the OSHA budget as proposexl.
Motion carried. three ayes.
MOTION was made by Councilman Spaeth, seconded by Councilman
Hunt, to approve the Debt Service budget as proposed.
Motion carried, three ayes.
MOTION was made by Councilman Spaeth, seconded by Counciimbrta
Hunt, to approve the PERA budget as proposed.
Motion carried, three ayes.
MOTION was made by Councilman Spaeth, seconded by Councilman
Hunt, to approve the Social Security midget as proposed.

Hunt, to approve the Group Life Insurance budget ;is proposed.

Insurance budget as proposed.
Motion carried, three ayes.

NOTION was made by Councilman Spaeth, seconded by Councilman
Hunt, to approve the Workman's Compensation budget as
proposed.
Notion curried, three -ayes.
MOTION was made by Councilman Hunt, seconded by Councilman
Spaeth, to approve the proposed budgets in the Unclassified
Section with the exception of the Housing and Redevelopment
Authority and Shade Tree Disease Contril which will be
revised as needed based upon review of the individual
program budgets.
Motion carried, three ayes.
MOTION was made by Councilman Spaeth, seconded by Councilman
Hunt, to deduct $10,000 from the Streets Division, Activity
172, Line 810,, Storm Sewer Repair.
Motion carried, three ayes.
The 0uncil stated it wanted minor storm sewer rnairs charged
against the appropriate drainage district accoi+nt .'n the
Storm Sewel-- Reserve Fund.

Spaeth, to approve the Contingency Fund budget as proposed.
Motion carried, three ayes.
MOTION was made by Councilman Spaeth, seconded by Councilman
Hunt, to direct the Engineer to repart at the end of the year
on the allocation of the funds in the Contingency Fund,
Account 899, Gravel Road Improvement.
Motion carried, three ayes.
MOTION was made by Councilman Hunt, seconded
Spaeth, to approve the budget for Delinquent
proposed.
Motion carried, three ayes.
Council reviewed the Capital Outlay Summary.

but including the 5 -door and blueprint cabinets requested
by the Fire Department.

Spaeth, to remove from the Shade True Disease Control
budget the funds allocated for tree disposal, Account 8h6.

NOTION was made by Councilman Spaeth, second:.i by Councilman
Hunt, to reduce Line 810, Contractual Services, from =80,000
to $509000.
Notion carried, two ayes. PA,lor Hilde voted nay.
MOTION was made by Councilman Hunt, seconded by Councilman
Spaeth, to approve the Housing and Redevelopment Authority
budget as proposed.
Notion carried, three ayes.
Councilman Spaeth expressed concern about th& .apid build-
up of HRR staff and growth of the HRA '-._.yet.
Council reviewed the itear ,..foposed for the Central Equipment
Fund.

Spaeth, to direct staff to devise some kind of system for
keeping a total listing of equipment in the Central Equip-
ment Poo) .including expected life expectancy oral replace-
ment cost, and develop a forrtd la whereby sufficient rental
costs can be budgeted to insure that funds for rer!ace-
ment of the equipment are available as necp.,nary, and
adjusting rental rates from year tr, year based on the
above informition.

MOTION was mads by Councilman Kr,4 seconded by Counci;man
Spaeth, to approve the Central qol yment capital o-Atlay
dget except for two compact cars, one for Inspection and
ene for Assessing.
Motiin carried, three ayes.
MOTION was made by Mayor Hilde, seconded by Councilman Hunt,
to direct staff to develop some comparative studies to decide
what kind of trucks the City will require in the future,
Including comparative costs, giving consideration to the
advantages of acquiring a larger true with a tandem axle
acid returning to Council with this early in the year.
Motion carried, three ayes.
MOTION was made by Councilman Spaetn, seconded by Council,"An
Hunt, to direct shaft' to repo;it to Council every 6 months on
any repairs, etc, made to the Police Department's 4 -wheel
drive vehicle, with the second report due June 1, 1978.
Motiun carred, three ayes.
